This position is accountable for the implementation of the In Bloom portfolio, which primarily includes Front Yards in Bloom, Edmonton in Bloom Awards, Partners in Parks, and Boulevard Gardens. These programs increase citizen interest, support, and involvement in beautification and environmental awareness as it relates to gardening and landscaping while celebrating citizen involvement and achievement in their gardening efforts.

This position’s duties include program strategy involving creation, coordination, and delivery of programs and events, research of best practices, and final evaluations. A key responsibility of this role is managing staff, including recruitment, training, scheduling, and volunteer appreciation. This position supports partnerships with internal and external organizations to enhance beautification and environmental awareness efforts throughout the City of Edmonton. These partnerships include development of new and additional engagement, sponsorship, and grant funded opportunities. The Program Lead also manages the accurate collection of data and operates the program within budget guidelines.

**Program & Event Strategy Implementation**:

- Program development, implementation, promotion, and evaluation of the program
- Responsible for collecting program data to evaluate programs, as well as program and resource effectiveness
- Provides professional advice and direction in their area of program specialty to internal and external clients in the planning, development, implementation and evaluation of program and/or services

**Partner Relations**:

- Coordinate and communicate with all internal and external stakeholders
- Research, coordinate, develop and enhance sponsorships, donations, or grants to support programs
- Support residents who are interested in gardening on the boulevard in front of their home
- Coordinate with internal groups regarding agreements, declarations and licence of occupations, mapping and routing
- Coordinate central inventory for agreements, declarations and licence of occupations, mapping and routing
- Oversee the planning, organizing, and execution of the event(s)
- Other administrative requirements as the programs develop

**Leadership & Supervision**:

- Recruit, train, and provide leadership to, and supervise staff & volunteers
- Ensure staff and volunteer safety in accordance to OH&S act
- Provide recognition for staff and volunteers
- Define the role of volunteers as it relates to the program(s)
- Provide central coordination with volunteers (group or individual) relevant to program participation
- Other operational program needs to support the OPDP team
- Represent programs, and the larger OPDP team at meetings, external events, and on committees
- Develops and implements appropriate problem solving processes that result in action plans to meet objectives and department mandates
- Professional acumen in communications including, public presentations, negotiation skills, difficult situations and resolve conflicts
- Manage group dynamics and processes

**Qualifications**:

- University Degree in Recreation, Project or Program Management, Environmental Sciences, or a related degree
- A professional designation in Horticulture, Environmental Management, Project Management or similar field would be an asset
- Three (3) years experience in coordination of urban greening, urban forestry, horticulture, community gardens, or recreation-related programs and events
- One(1) year experience in supervising professional/paid staff, including providing leadership, direction and evaluating performance of subordinates
- Extensive knowledge in park operations, practices and procedures
- Extensive knowledge of the theory and philosophy of leisure and parks
- Extensive knowledge of current literature and trends applicable to the field of leisure and parks
- Ability to advise groups on volunteer recruitment and management
- Ability to conduct public input processes
- Ability to write reports, correspondence, press releases in city format
- Ability to assist training needs of both community/direct service volunteers
- Ability to express ideas effectively, both orally and in writing
- Ability to respond to difficult situations and resolve conflicts
- Valid Alberta Class 5 driver's license (or provincial equivalent). Must arrange own transportation to be reimbursed in accordance with City of Edmonton policy. This may require business auto insurance
- Obtaining and maintaining a City Driver's permit is a requirement of this position
