**Summary of Duties**:
Reporting to the Manager, Housing Services, the Manager, Housing Administration and Support is responsible for overseeing the administration of a range of housing programs within a legislative and policy framework including procedure development, daily operations, and monitoring and evaluating performance to ensure the effective and efficient delivery of housing programs and achievement of divisional objectives.

**Work Performed**:

- Provide leadership in the coordination and delivery of housing programs and services that contribute to the implementation of strategic initiatives for the Municipal Housing Development Division to meet Council’s Strategic Plan.
- Responsible for managing employees including hiring, coaching, administration, and performance aspects of reporting employees. Respond to sensitive and confidential human resource issues as required.
- Provide leadership in the execution and delivery of services and programs in the following areas of accountability:

- Assist the Manager, Housing Services with planning, organizing, leading, and communication of social housing administration matters as assigned.
- Provide governance, technical and financial management support and guidance to a variety of social housing community partners, ensuring the effective and efficient service delivery system under appropriate legislation, regulations, and local rules.
- Oversee Municipal Housing Development Division’s risk management of social housing providers through operational reviews, the design, planning and conducting of special audit assignments, assessment and analysis, appropriate mitigation strategies or remedies, monitoring, and follow-up.
- Plan, monitor, maintain and report on housing data analytics for related programs to meet the changing needs of clients.
- Recommend, develop, and implement policy, system review, and design and provide guidance and advice to the Manager, Housing Services.
- Research, maintain awareness and monitor developments of pertinent legislation, governmental policies, procedures, or trends that impact the Municipal Housing Division.
- Monitor and manage the administrative and financial support of changes to the regulatory and/or contractual framework administered by the local Service Manager.
- Develop and monitor financial analysis and forecasts to support ongoing operations of social and affordable housing.
- Develop and manage back-end financial and service level monitoring for housing providers who have entered into a service or exit agreement.
- Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and implementation of policies, programs and protocols that reflect this commitment.
- Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety with direct reports.
- Provide updates, information and recommendations to the Manager, Housing Services on priorities with responsibility to operationalize identified goals and strategies.
- Liaise with unions on issues that affect bargaining unit employees and represent the unit at mediation and arbitration proceedings as required.

- Encourage and support employee participation and commitment to individual, divisional, and organizational objectives. Actively mentor, provide training and development opportunities and build a high-level team performance with direct reports.
- Engage in opportunities to work across Divisions and Service Areas in support of enterprise-wide collaboration. Represent the division at meetings/committees related to housing administration of operational issues.
- Prepare reports for Council and various Committees as required.
- Adhere to the Procurement of Goods and Services Policy.
- Provide input to the development of the annual operating budget for Municipal Housing Development Division.
- Represent the Service Area at Standing Committees and Council meetings as required.
- Represent the City of London and Service Area in legal proceedings as required.
- Prepare responses to inquiries from elected officials, media and the public as requested by the Manager, Housing Services.
- Develop and maintain strong relationships and communications with community housing partners and other levels of government, including counterparts in Federal, Provincial, and Municipal governments to promote the City of London as a leader, share best practices, build relationships, and recommend solutions as required.
