**Job Purpose**

The Human Resources Business Partner is responsible for supporting the operations, sales, lab services and logistic business units within their geographical region. These responsibilities will include all HR and HRIS functions for assigned employees, recruitment and staffing, onboarding and offboarding, employee relations, training and development and project management and responsibility for engagement and culture, both within McAsphalt and in alignment with Colas Canada.

**Duties and Responsibilities**:
**Coaching and Consultation**:

- Build strong management and employee relationships by maintaining confidentiality, providing credible consultation and coaching on issues related to legal and procedural compliance, conflict management and employee relations.
- Lead regional needs for the development and rollout of programs, policies and procedures,
- Provide employees and management with advice surrounding legal compliance or legislation within the respective jurisdiction. (BC - MB)

**Talent Acquisition**:

- Strategize with business unit leaders on staffing needs and long-term workforce planning.
- Develop and implement recruitment strategies aligned to organizational goals and objectives.
- Create and review job descriptions with hiring managers to ensure they accurately represent the qualifications and responsibilities for each role.
- Manage the end-to-end recruitment process: sourcing, screening, interviewing, and selection.
- Collect and analyze recruitment data to identify trends and make data-driven recommendations for process improvement.

**Abilities Management**:

- Support the organization’s Abilities Management function in direct consultation with the HSE Specialist for all matters related to injuries, illness, missed time, and geographical board managing claims (Workers Comp Board(s), WorkSafe BC, WSIB, CNESST).
- Assist Facility Managers in completing appropriate documentation and liaise with Manulife and/or workers compensation case manager to offer modified work and ensure an early and safe return to work.
- Manage short
- and long
- term disability claims with insurance companies and develop graduated, modified or accommodated return to work plans, when required.

**Learning & Development**:

- Manage the administration of training programs: scheduling, logistics, and registration.
- Evaluate the effectiveness of learning programs through assessments, surveys, and feedback, and make improvements based on results.
- Provide guidance and coaching to employees and managers on career development, including goal setting, identifying training opportunities, and creating development plans.

**Administrative Functions**:

- Ensure accuracy and integrity of data related to employee transactions like leaves of absence, layoffs, recalls, new hires and rehires, and timely approvals of HRIS workflows.
- Assist employees to resolve any outstanding payroll or benefit administrative issues.;
- Assist employees with Benefit and Pension inquiries.
- Other duties as assigned.

**Minimum Qualifications**:

- University Degree or College Diploma in Human Resource Management or similar discipline.
- Minimum of 5 years of related Human Resources Generalist or Labour Relations experience.
- Solid experience in employee relations, including conflict resolution, investigations, and handling employee grievances.
- Knowledge of Microsoft products such as Microsoft Outlook, Excel, Word, PowerPoint.
- Excellent written and verbal communication skills.
- Strong ability to stay organised and balance multiple projects and varying deadlines.
- Strong analytical skills, including the ability to use data and metrics to make informed decisions and drive HR initiatives.
- An understanding of employment laws and regulations to ensure compliance with labor laws.
- Experience in organisational change management is an asset.
