Reporting to a Director, Disaster Risk Reduction and Resilience (DR3), the Coordinator provides consultative advice to management and staff in the coordination of disaster and emergency management and business continuity for an assigned geographic or program portfolio. This role develops, recommends, and implements integrated emergency management and business continuity plans; coordinates site/sector emergency and business continuity plans with corporate and provincial plans and ensures alignment with the development of policies/procedures; coordinates exercise programs, education, training and responses to emergencies for the assigned portfolio in areas of business continuity and emergency preparedness.

**Key Accountabilities**:

- Coordinates the development, implementation, maintenance and evaluation of emergency management and business continuity plans for the assigned geographic or program portfolio and acts as a single point of contact for the assigned area; identifies and recommends activities and resources to support emergency management and business continuity.
- Works in collaboration with a variety of health authority programs to determine emergency management and business continuity strategies; supports plan development, implementation and maintenance to ensure continuity, consistency and standardization of strategies across the region and province.
- Develops and maintains emergency management manuals and documentation.
- Responsible for developing and leading education programs for emergency management; develops, maintains and delivers an ongoing program for exercising and the testing of plans under the direction of the BCEHS Senior Leadership Team.
- Develops and provides educational and training sessions on health emergency management preparedness by reviewing current plans and identifying gaps; revises current educational/training materials and develops new/changed processes to deliver training/educational materials; maintains and delivers an ongoing and regular plan for exercising and the testing of applicable health emergency plans to measure plan effectiveness and to identify mitigation, planning response and recovery needs to improve outcomes.
- Coordinates communication strategies such as emergency preparedness and awareness and develops promotional materials s; works with key stakeholders to develop integrated information and reporting system to support health emergency management incident reporting.
- Provides leadership and guidance for the development of or ongoing support program committees; chairs or participates in BCEHS program committees.
- Leads and project manages multi-stakeholder / cross sector projects.
- Active participant in the BCEHS Disaster Risk Reduction and Resilience on call rotation.
- Supports BCEHS emergency response activities, acting in a variety of possible roles. Leads debrief and after action review processes following emergency exercises and responses.
- Promotes emergency preparedness within BCEHS.
- Represents BCEHS on internal and external committees with local authorities and other agencies on issues regarding disaster and emergency management.
- Conducts assessments of planning and emergency response to facilitate continuous improvement.
- Ability to work a variety of shifts to meet operational requirements, including weekends and evenings as necessary. Must be able to work long hours under stressful conditions, during emergency situations.
- Knowledge of standards (e.g. CSAZ1600, HSO 9002) provincial legislation (EPA), national and international frameworks (e.g. Emergency Management Strategy for Canada and the UN Sendai Farmwork for Disaster Risk Reduction, United Nations Declaration on the Rights of Indigenous Peoples).
- Performs other related duties as assigned

**Qualifications**

A level of education, training, and experience equivalent to a bachelor degree in emergency management, a health related area, the social sciences, geography, business administration and/or a related field and professional designation, supplemented with five (5) years’ recent related experience in a large institutional or campus environment, including two (2) years’ experience managing business continuity and/or emergency management programs for large complex multi-site environment, or an equivalent combination of education, training and experience.
- Knowledge of emergency management and business continuity issues in a healthcare setting.
- Knowledge of the standards, systems and response agencies related to emergency management.
- Interpersonal and negotiations skills including the ability to present to a wide range of individuals, group and stakeholders in a diverse community.
- Ability to build and maintain effective working relationships with staff, management, contractors, and external partners.
- Ability to plan, implement, coordinate and direct programs and activities.
- Ability to develop and deliver training, exercises, education programs and/or workshop
