**Manager, Disaster Risk Reduction and Resilience (DR3)**

The Manager, DR3 reports to the Director, DR3, and is responsible for leading the development and maintenance of disaster preparedness, response and recovery plans and procedures by which the BC Emergency Health Services (BCEHS) mitigates and responds to the consequences of disasters.

The Manager represents BCEHS and undertakes a leadership role in the support and coordination activities during the response phase of disasters and catastrophic events. They represent BCEHS on various committees and councils, ensure that BCEHS has effective corporate and regional disaster response, and all-hazards response plans in place. This role develops and maintains a framework that articulates the functions of a comprehensive disaster risk reduction and continuity of operations program. They will coordinate, support, and, where necessary, lead regional managers in the creation, implementation and maintenance of effective disaster response and recovery plans and procedures. The Manager, DR3 consults and works with the Ministry of Health and PHSA representatives to ensure appropriate integration of BCEHS planning activities with similar activities within the provincial healthcare system. The Manager also advises and assists BCEHS management and executives regarding disaster specific planning, response, recovery, business continuity and exercises and training.

The DR3 Manager provides operational leadership for an assigned distinct portfolio within BCEHS, ensuring consistent and effective service. Additional responsibilities included managing designated team resources; recruiting, supervising and developing staff; evaluating individual and team performance; outlining expectations; assigning work and approving vacation; and managing an operating budget and expenditures.

**What you’ll do**
- Assist the Director to ensure expenditures fall within budgetary guidelines; review the budget with others and ensure budgetary issues are dealt with expeditiously; co-manage a training budget where portions of the regional operations budgets are also impacted.
- Manage the development and maintenance of BCEHS’s disaster specific planning, response, recovery, business continuity and exercises and training; gather together required stakeholders, facilitating discussions to determine needs; negotiate and facilitate consensus in order to aid in decision making; lead directly with, and through, regional coordinators; and develop the major modules of an overall Disaster Response and Recovery Plan.
- Make recommendations to the BCEHS Senior Leadership Team regarding measures to address shortcomings in disaster preparedness.
- Represent BCEHS in the areas of emergency management and disaster preparedness including allied Emergency Management committees and councils; actively participate in the various committees, councils by providing information, speaking on behalf of BCEHS, and negotiating and committing to resource use and deployment.
- Establish the training needs for BCEHS in disaster preparedness, and work with the Training department to establish and deliver training programs including leading the development and implementation of training and evaluation exercises; conduct gap analysis regarding BCEHS preparedness and training.
- Manage the recruitment, mentoring and professional development of assigned staff and contract employees; supervise designated staff, determine staff schedules, provide work direction and assignment of duties to meet operational requirements; conduct employee performance reviews, coaching sessions and facilitation of goal setting with employees; identify training/educational requirements as needed.
- Provide support and coordination to the Emergency Coordination Centre and District Emergency Operations Centre(s) and lead others in the process.

**What you bring**

A level of education, training, and experience equivalent to a Bachelor’s Degree in Emergency Management or a relevant discipline plus seven to ten (7-10) years’ of experience in Emergency Management and Disaster Preparedness. Competent in incident management such as Incident Command System (ICS) or Business Continuity education and able to educate others in the process. A certificate in Emergency Management or equivalent is considered an asset.
