As the Director, Children’s Services, you will provide leadership and strategic direction to the Children’s Services division in delivering childcare, family resources, and specialized resources.

**As the Director, you will focus on the following key areas**:
Public Consultation and Engagement:

- Provide direction to divisional staff in handling serious occurrences and contentious issues with clients and the community
- Identify emerging issues and priorities within the community and external environment and how they will impact services and programs
- Improve public awareness and support of the Children’s Services division through information sharing, awareness of policy, and responding to public inquiries

Communications:

- Provide expert advice and increase political awareness of procedural and funding reform needed to support the division
- Advocate for the division and stakeholders through responding to senior officials, elected representatives, and other levels of government
- Direct the creation of reports for Council, Standing Committee, and Task Forces
- Execute contractual service and funding agreements with the community

Policy and Operations Leadership:

- Direct and contribute to the continuous improvement of divisional performance through analysis and the development and implementation of sound management policies and practices
- Considers evidence, data and trends to inform policy decisions and service planning
- Develops, recommends and manages the annual operating and capital budget for the unit/specific portfolio area and negotiates provincial cost sharing; ensures that the unit's expenditures are controlled and maintained within approved budget limitations set by the City and that these expenditures maximize the cost sharing parameters negotiated with the province of Ontario
- Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, supports continuous learning and encourages innovation in others
- Directs the design and development of programs, policies and research projects to improve service quality, address service gaps, meet service targets and respond to changing Provincial, City or local priorities and requirements
- Directs the development and maintenance of management structures, systems and processes which support the divisional vision and control the approved human, capital and operating resources of the division

**Key Qualifications**
- Extensive experience working in a public sector environment, managing large scale strategic projects, operations, and initiatives through business transformation and change management.
- Management level experience in leading, managing and motivating a diverse workforce, ensuring effective teamwork, providing resolution to issues, ensuring high standards of work quality and organizational performance, continuous learning and encouraging innovation in others.
- Considerable experience in a public consultation focused role, including improving public engagement, media engagement, and communications.
- Extensive experience in managing large, complex multi-year operating and capital budgets requiring strict monitoring and compliance.
- Champion of Reconciliation, Equity, Diversity, Inclusion, and Access goals within the early years and childcare sector.
- Lived experience as an Indigenous person, a Black person, or member of an equity-deserving group is an asset.
- Experience in early years and childcare is an asset.
- Highly developed communication and interpersonal skills with the ability to negotiate, resolve conflict, and problem solve.
- Excellent strategic, lateral thinking, planning, analytical, and problem solving skills with the capacity to effectively plan, develop implement and undertake special projects.
- Ability to manage stakeholders, maintaining positive effective working relationships with strong ability to influence coupled with political acuity.
