***What you’ll be doing**

Reporting to the Director, Research &Evaluation, the Organizational Measurement & Evaluation Consultant (OMEC) acts as an internal consultant leading the research and supporting the design, development, implementation and review of measurement and evaluation initiatives in support of strategic and operational directives of BCCNM. The OMEC collaborates across all functional areas and brings an advanced level of expertise in research, quantitative and qualitative strategies, data use, visualization and analytics, measurement, and evaluation to inform decision-making in meeting strategic and operational objectives and outcomes. Through facilitation and coaching, the OMEC develops and strengthens the measurement and evaluation skills of leadership, management, and staff.

**Key responsibilities include**:

- In consultation with the Director, R&E and partnering with senior leadership, designs, develops, and implements an organization measurement and evaluation framework. Strategy includes leader/manager/team/ and partner engagement, conducting assessments, reviewing existing data sources, reporting on findings, and making recommendations for improvements on existing methods and potential future approaches.
- In consultation with the Director, R&E, designs, develops, implements, and reviews assessment instruments, performance metrics, data collection and analytics, measurement and evaluation procedures, activities and frameworks, reporting dashboards, and evaluation initiatives to support BCCNM strategy and operations.
- In consultation with Director, R&E and partnering with senior leadership, provides research support and advice to the organization’s ongoing strategic planning and operational planning initiatives.
- In consultation with the Director, R&E and partnering with senior leadership, coordinates and completes project management requirements for external benchmarking reviews. Strategy includes collaborating with external review bodies to establish and implement the review structure and ensures organizational readiness and participation in the review.
- The OMEC works closely with teams across BCCNM to facilitate, coach and support teams to implement the review process and to ensure that teams have the frameworks, tools and resources needed to carry out their components of the reviews.
- In consultation with the Director, R&E and other Regulatory Policy and Programs teams, leads the planning, development, and implementation of research strategies to support organizational research needs; applies rigorous and systematic approaches to data gathering, assessment and analysis; works collaboratively to determine appropriate priority setting.
- In collaboration with the Director, R&E, participates in the implementation of strategic and operational planning initiatives as they relate to regulatory policy and programs research. Ensures project and program outcomes are met; supports ongoing quality improvement.

**Your education & skills**
- Masters degree or PhD in a social sciences or health sciences related field such as public health, health informatics, health care administration, public policy, or a related field with specialization in evaluation, data analytics or program measurement from an accredited program.
- 5 to 7 years of relevant and increasingly responsible experience in research and evaluation.
- Demonstrated experience supporting teams to design, develop, apply, implement, and evaluate logic models, outcome measures, theory of change and evaluation frameworks.
- Ability to conduct research related activities including literature reviews, manuscript preparation and conference presentations.
- Knowledge of qualitative and quantitative methodology and demonstrated experience in the use of qualitive and statistical analysis software (e.g., SPSS, R, SAS, NVivo, STATA)
- Advanced skills in Excel, PowerPoint, Word, Adobe, SharePoint; and demonstrated ability to learn and adapt to online systems and tools.
- Advanced skills in report design and development related to research, data analysis, program measurement, and evaluation findings, including program recommendations.
- Ability to partner and collaborate with various levels of internal and external stakeholders related to program assessment, measurement, evaluation, and improvement.
- Ability to communicate effectively across all levels of the organization to offer recommendations, direction, and solutions for challenges.
