Job Summary
The Program Manager - Governance & Support, reporting to the Senior Director, Plan Operations Portfolio Management in the Product & Projects department, will play a key role in support of Plan Operations project planning and delivery relating to the divisions strategic project and continuous improvement initiatives.
This role will oversee the intake, approval, and project governance and reporting function. The Program Manager will ensure adherence to established standards and guidelines, driving consistent processes for project approval & change control, project execution and project reporting. This resource is responsible for ensuring Plan Operations PMs understand and execute their projects in accordance with established standards and protocols by conducting regular reviews and reporting on outcomes. The Program Manager will maintain all project standards documentation and work with the project managers and broader teams to identify continuous improvement opportunities.
In addition to this area, the Program Manager will focus on issues governance and reporting through monitoring system-related production problems that impact service and plan administration. While this role doesn’t directly handle incident resolution, it plays a crucial role in surfacing critical issues to key stakeholders and monitoring issue resolution and communications within agreed-upon SLAs. The Plan Ops issues lead acts as the bridge between IT and the business, responsible for governance and reporting of issues to key business stakeholders.
What you will do:
Program Management- Manages the Plan Operations project management framework to ensure all projects adhere to a consistent methodology and approach, use of standard templates, and follows established roles and responsibilities.- Implements project management process changes resulting from evolving standards of practices or changes in business needs.- Accountable for the pipeline of upcoming projects and minor enhancement requests managing requests until their approval (Intake Management). Includes reporting and monitoring SLAs and escalating to appropriate parties when timelines missed.- Manages requests post approval where change control is required.- Solicits feedback from Plan Operations, Finance and HOOPP IT teams on project management process design changes to understand internal experience and impacts.- Liaise with the IT PMO to ensure understanding and alignment of Plan Operations project practices against the IT PMO standards with the goal of consistent project delivery.- Develops and facilitates processes in support of divisional level project reporting, working with the various PMs across Plan Operations and IT to collect and consolidate all project updates.- Reviews and provides feedback on PM status reports to ensure consistency across reporting periods.- Conducts periodic reviews and evaluation of end-to-end project management processes to (a) confirm that processes as designed continue to meet the expected outcomes that were assumed when initially launched, (b) identify gaps and continuous improvement opportunities.- Sets up and monitor project sites for alignment with documented standards for folder creation, naming conventions, and artifact placement.- Develops and maintains a knowledge base in support of program management processes and procedures.- Provides orientation and training of new Project Managers on the project processes and standards.
