**PURPOSE OF POSITION**:

- Under the direction of the Assistant Director of Negotiations, the position assists the Assistant Director of Negotiations in managing the team of negotiators, research officers, classification officers, exclusion officers and/or administrative staff.- Working closely with the Assistant Director, the position is responsible for the hiring, orientation, assessment and training of staff under their supervision.- The position directs and assigns work to staff under their supervision and support to these officers in the carrying out of their duties, thereby developing and guiding our representation strategies.- The position develops, collects and commissions relevant tools, forms, templates, case law summaries, guidelines, standards, etc., and shares these to improve the efficiency and effectiveness of officers’ work.- In addition, works closely with the Assistant Director to develop longer range plans for negotiations and research, and ensure effective program coordination.**QUALIFICATIONS**:
**_Education/Experience_**:

- Extensive experience in the field of industrial or labour relations.
- Experience in the field of negotiations.

**_Knowledge_**:

- Thorough knowledge of the principles and practices of staff relations and pertinent acts and regulations.
- Thorough knowledge of public and private sector compensation and benefits practices and working conditions.
- Good knowledge of research techniques.
- Good knowledge of advocacy techniques, legal research and interpretation of jurisprudence.
- Good knowledge of the functions performed in the Branch and the Section.
- Good knowledge of the organization and structure of the federal public service, and the Canadian parliamentary system.
- Thorough knowledge of the PSAC Constitution and Regulations, policies and objectives of PSAC programs.

**_Abilities_**:

- Demonstrated ability to lead a team of skilled practitioners in a variety of pressure situations as well as provide the PSAC leadership with sound counsel on matters relating to collective bargaining.
- Demonstrated management skills.
- Understanding of and commitment to trade union and equity principles.
- Second language skills as per the Common European Framework of Reference for Languages (CEFR) level indicated above.
- Ability to establish a working relationship with and influence members of the media.
- Ability to contribute to planning and priority setting.
