**Position summary**:
Reporting to the Program Manager, the Program Specialist provides leadership and contributes to the organizational mission of working with local communities to promote and protect health and to prevent disease for everyone.

**Responsibilities**:

- Manages, and audits assigned projects related to the Ontario Public Health Standards (OPHS).
- Provides support and expertise to the program area on local, provincial, and federal issues of relevance to public health.
- Provides leadership for the team by providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and assisting with the program delivery and skill development activities within the team/division.
- Program Planning, Evaluation, and Evidence-Informed Decision-Making:

- Promotes a culture of evidence-informed decision making across the organization.
- Monitors and reviews updates or changes in Ministry guidance and assess potential impacts on existing policies, procedures, medical directives and practices.
- Develops and updates program policies, procedures, and medical directives as needed to ensure they reflect the latest evidence on immunization and infectious disease control, and align with the practice standards established by the College of Nurses of Ontario.
- Supports emergency preparedness and response to outbreaks and new and emerging infectious diseases of public health importance, including pandemic planning.
- Research, Knowledge Exchange, and Communication:

- Provides information to the public related to the work of the program area, assists in responding to public concerns and to media requests.
- Writes content for internal and external audiences (e.g., reports, briefing notes, media, web content, presentations, etc.).
- Participates in all relevant internal committees to assist with program planning and evaluation.
- Quality and Transparency:

- Promotes an organizational culture of quality assurance by leading and supporting to identify potential risks and develop effective strategies to improve processes and/or practice.
- Provides timely and accurate reporting to a variety of different internal and external stakeholders.
- Supports and assists directors and managers in promoting transparency and accountability, including playing a key role in coordinating the annual service plan process.
- Vaccine Preventable Diseases Program:

- Oversees the vaccine inventory program and ensures the implementation of the Vaccine Storage and Handling Guidelines (VSHG) for premises across the service delivery area that store publicly funded vaccines.
- Provides consultative nursing advice and information related to administration, storage and handling of vaccines in addition to overseeing reports of adverse events following immunization.

**Requirements**:

- Bachelor of Science in Nursing.
- Registered Nurse (RN) in good standing with the College of Nurses of Ontario.
- Masters’s level degree in Nursing, Health Promotion, Public Health or related health discipline as appropriate. An equivalent combination of education and experience will be considered.
- Minimum of five years’ experience in public health or relevant community health experience.
- Advanced understanding of the core principals of public health and relevant legislation.
- Advanced understanding of the Ontario Publicly Funded Immunization Schedule and relevant legislation pertaining to immunization.
- Demonstrated project/program management, interpersonal and administrative skills, including the ability to set priorities, establish timeframes, and organize resources.
- Demonstrated research and knowledge exchange, program evaluation, population health assessment, and surveillance skills.
- Demonstrated knowledge of profession-specific issues and guidelines, where appropriate.
- Demonstrated knowledge and understanding of the _Personal Health Information Protection Act_ (PHIPA) and _Municipal Freedom of Information and Protection of Privacy Act_ (MFIPPA) as it relates to the collection, storage, use and retention of Public Health data and information.
- Strong strategic, analytical, problem-solving facilitation, and negotiation skills.
