Reporting to the Branch Strategic Coordinator, the Strategic Business Analyst will assist the Strategic Coordinator to anticipate and plan for the future of the Edmonton Fire Rescue Services (Branch) while balancing the needs of stakeholders and the public with the realities of our fiscal situation and timelines.

- Provide input into developing branch templates, guidelines, procedures, workflows and tools for service improvements, aligned with Fire Rescue Services updated strategic plan
- Support projects, initiatives or business process improvements to achieve branch outcomes
- With a continuous improvement lens challenge the status quo by assessing areas for improvement, identifying and researching best practices, make recommendations to process changes that will result in more efficient and effective service delivery
- Ensures recommendations align to the City’s Strategic Planning Framework and the City Plan
- Work with cor Branch leadership team to identify and prioritize annual projects/initiatives to advance services delivered to citizens
- Lead and support branch projects, using defined corporate project management processes and templates, including financial analysis, to deliver projects/initiatives in the annual work plan
- Support the projects and subprojects that are led by peers in the branch
- Perform gap analysis to determine how to move from current state processes to desired future state processes
- Provide recommendations to management on the identified gaps between current and future state processes and suggest opportunities to eliminate redundant, duplicate and no value-add tasks to streamline processes
- Collaborate and work across sections and within the branch to align strategy/ business processes

**Qualifications**:

- Completion of a University degree in Business Administration, Commerce, Finance, Public Administration, Planning or a related discipline. A graduate degree in these areas is an asset
- A minimum of two (2) years of progressively responsible experience in a combination of: strategic and operational business planning, working with corporate performance measures and budgets; business case development
- Project management experience within a public sector environment would be beneficial
- Experience in financial analysis and the municipal operating and capital environment is an asset
- Significant political saavy and the ability to work in a trusted environment
- Project management, continuous improvement methodologies
- Considerable knowledge of continuous improvement principles, program development, benchmarking and procedures for alignment of project objectives with the department’s business plan goals
- Knowledge of risk management and formal evaluation methodology
- Knowledge of primary and secondary research methodology, including design and implementation, data collection, and trend and results analysis and presentation
- Project and process management including the ability to effectively gather, synthesize, and analyze data
- Ability to understand and execute oral and written instructions of an advanced nature and ability to express complex ideas and concepts effectively and persuasively, verbally and in written format
- Skills and expertise leading integrated interdisciplinary teams with demonstrated results in collaborative project plan development
- Ability to assertively build effective working relationships with all levels of management, and demonstrated comfort working with and advising senior leaders
- Ability to communicate, persuade and negotiate, build consensus with people at varying levels
