- Position Purpose:

- Provides leadership, support and expert advice to develop and implement organizational transformation initiatives, in collaboration with senior University management, Human Resources, faculties and services. Assesses organizational needs, and designs and implements a range of strategies, programs, tools, and change management and skills development supports to bolster organizational performance and further staff engagement and retention. Leads and advises on managing, creating, reviewing and streamlining programs and processes focusing on leadership development, building and maintaining an appropriate skills bank for the University, and change management. Serves as an in-house expert in instructional design, facilitation, leadership and management development, learning effectiveness, and other organizational development tools and procedures. Establishes partnerships and collaborative networks with University colleagues and external stakeholders.
- In this role, your responsibilities will include:

- Needs Analysis:
- Work closely with university senior leadership and the HR community to understand organizational issues.-
- Identify large-scale initiatives to be undertaken that address organization-wide performance and issues such as leadership development, change management, and organizational processes and their impact on the University’s strategic direction, meeting business requirements, and achieving goals.- Strategic Planning:
- Support the strategic planning of the University’s senior leadership by considering legislation, the policy environment, and trends that influence the University’s organizational performance.-
- Develops, implements and continuously improves performance indicators to assess their efficiency and measure improvements in organizational performance. Prepare and present analytical reports with recommendations to Human Resources management or clients.- Organizational Development:
- In supporting institutional programs and projects, develop and deploy a structured change management strategy.-
- Work closely with stakeholders (uOttawa senior management, union representatives, sponsors, human resources) on institutional organizational development activities.-
- Play an important role in managing culture change within the institution.-
- Advise senior management and Human Resources on issues related to learning and skills development needs.-
- Develop and execute intervention proposals in response to the needs expressed by senior management and human resources clients.- Human Resources Development:
- Assess institutional needs for competency capital.-
- Design the necessary competency development programs according to the targeted audiences and update them as needed.-
- Develop and deploy customized learning activities in support of local needs in faculties and departments.- Institutional Program Management:
- Develops and revises programs on succession planning, recognition, work climate assessment, performance management, on boarding and integration of new employees, leadership and management programs in consultation with management and other areas of Human Resources and University managers.-
- Develop detailed plans that meet established practices, schedules and budgets for program execution and implementation.-
- Assess potential risks associated with project plans, resources, and timelines and take actions to ensure program success.- Partnership Development and Management:
- Establish partnerships and work closely with senior management and human resource areas to support initiatives and programs to improve overall performance at the University.-
- Develop and maintain contact with professional organizations, academic institutions and regional partners to leverage the expertise of these relationships and implement best practices.- Communications:
