A. Core Responsibilities

The Assistant Manager, Building Operations is responsible for the overall coordination and supervision of custodial staff at assigned District locations and providing management representations for the afternoon and after-hours operation of the Facilities Services Division. Ensures that custodial tasks are carried out as directed, provides training and feedback, and initiates corrective action as needed.

The Assistant Manager, Building Operations reports to the Manager, Operations & Rentals and works closely with all Facilities Services managers, school administrators and District managers and administrations.

B. Specific Responsibilities

Directly supervises Operations Forepersons, Building Service Workers and Pest Control Technicians involved in dayshift, afternoon and weekend assignments. Monitors and conducts reviews and inspections of custodial work and reports results to workers, advises them if they are meeting the performance standards, maintains appropriate records and initiates corrective action as required.

Provides documentation and reports on a regular basis to the Manager, Operations & Rentals. Provides recommendations on performance management, as well as changes to procedures, equipment and processes within the department.

Provides direction, training and feedback to all custodial staff regarding expected standards of safety, attendance, performance and behaviour.

Assists the Manager, Operations & Rentals with the hiring of regular and temporary staff in accordance with District practices and recommends retention or release of probationary staff in consultation with the Manager, administrator/site manager, Human Resources and other appropriate parties.

Assists the Manager, Operations & Rentals in establishing and administering cleaning frequency schedules and procedures for care of District sites.

Coordinates custodial projects, assigns staff and other resources as appropriate. Coordinates post-construction clean-up and floor finishing as required to complete renovations or construction projects.

Monitors changes in scope or timing of work and documents all changes in an appropriate format.

Represents management for grievance procedures as required.

Coordinates and maintains communication and cooperative working relationships between the department, partners including administrators and school staff, site managers and staff, District department heads and staff, CUPE, RTA, RDPA, site health and safety committees, rental clients and child care operators, and other Facilities Services management and staff, and external agencies including contractors, vendors the City of Richmond, WorkSafe BC, Vancouver Coastal Health and provincial agencies having jurisdiction.

Responds to emergency situations as necessary; and also acts as on-call manager in rotation with Facilities Services Managers.

Ensures that Board Policy, the terms of the Collective Agreement, and regulations set out by WorkSafe BC, local health authority, BC Fire Code and insurance underwriter are being adhered to by all supervised staff.

Performs other duties as contained in statute and as assigned from time to time by the Manager, Operations & Rentals. Acts in place of the Manager during absences.

D. Competencies and Personal Characteristics

The position demands a high degree of ability to plan, organize, and manage, in a team environment based on a thorough knowledge of:
organization and direction of operations and activities involved in the cleaning and housekeeping of buildings;
proper methods, techniques, materials, tools and equipment used in custodial operations;
requirements of maintaining buildings, facilities and equipment in good repair and in a safe condition;
cost effective practices in the field of custodial operations;
applicable industry regulations and safety precautions;
inventory practices and procedures; and

policies and objectives of assigned programs and activities.

organize and direct operations and activities involved in the custodial maintenance of designated buildings, facilities and equipment;
coordinate personnel, communications and information to meet organizational needs to ensure smooth and efficient completion of activities in a large unionized environment;
recruit, train, coach and evaluate the performance of assigned personnel;
