**VAT Program Manager**

**What you’ll do**

Technical
- As a key member of the Standardization leadership team, the VAT Program Manager is responsible for the overall management of the Value Analysis Teams, including development of processes and documentation for consistent provincial approach.
- Prepares Briefing Notes to propose or update status of projects up to and including to the BCCSS Board of Directors.
- Manages VAT Projects by establishing detailed project charters, plans and objectives to outline timelines and project deliverables. Executes project plan according to project methodologies, ensures successful and coordinated completion of project components, facilitates consensus with stakeholders as needed and ensures readiness for project implementation.
- Tracks project progress according to project plan and identified metrics. Monitors and reports on the status of projects and major barriers encountered. Makes decisions and recommendations regarding projects scope and related changes required to facilitate a successful outcome. Implements or contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the project lifecycle.
- Develops and monitors project budgets within the context of operational demands and environmental and resource constraints and uses best practice methods to thoroughly monitor and adhere to allocated budgets
- Develops and manages the innovation intake process through the VAT teams.
- Working Relationships
- Negotiates and facilitates consensus among VAT team members to make decisions which may impact delivery of care across the province.
- Establishes and maintains strong relationships with key stakeholder groups throughout BCCSS, client HA’s and with our vendor partners. Supports collaboration and partnership through building relationships with those key stakeholders up to and including the executive level in the Health Authorities. Ensures effective and timely communication with key client groups.
- Leadership.
- Provides advice and guidance to the VAT teams. Supports recommendations by employing solid research methodologies leading to evidence based decision making.
- Communicates effectively and appropriately engages stakeholders in issue identification and prioritization. Actively leads supporting/committee structures as appropriate to facilitate decision-making, ensure appropriate assignment of accountability and secure buy-in for change efforts.
- Establishes and maintains effective relationships with solution providers. Establishes evaluation and feedback mechanisms to ensure strong program management and support continuous quality improvement.

Decision Making
- Works with VAT teams to develop standardized VAT processes and performance measures
- Formulates suitable strategies and objectives in managing the VAT program
- Works with the VAT to develop recommendations related to innovation intake and standardization opportunities
- Performs other related duties as required.

**What you bring**

**Qualifications**:

- A level of education, training and experience equivalent to a Master’s degree in Business or related discipline and seven (7) to ten (10) years’ of program management experience. PMP designation an asset.

- Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), and Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
- Supports team members on their learning journey, ensuring education strategy for team/department to implement Indigenous Cultural Safety at a practical level.
- Works collaboratively with appropriate Indigenous teams/departments to ensure ICS lens applied holistically.
- Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
- Demonstrated experience with research methodologies and program evaluation
- Demonstrated competence in needs assessment and gap analysis
- Excellent communication skills including the ability to facilitate and negotiate, write reports, position papers, and presentation of results of research
- Demonstrated ability to build and maintain effective relationships
- Demonstrated ability to establish and manage relationships with strategic partners
