At this time, the **Halifax Port Authority (“HPA”)** requires a

**Operations Center Coordinator**

Reporting to the Operations Center Officer, the **Operations Center Coordinator** coordinates terminal and marine operations in the Port of Halifax, to ensure the smooth flow of operations on a 24 hour a day, 7 days a week basis. They act as a liaison between various departments or the Halifax Port Authority (HPA), the various external stakeholders (Agents, Ship Master, service providers, emergency services, etc.). This position supports the Operation Centre Officer in response to emergency activities within the Port of Halifax, as well as routine operational activities during evenings and weekends, 365 days a year.

**Accountabilities**

**Terminal Operations**
- Follows up and coordinates the movement of ships from arrival to departure using PortControl.
- Ensures any information necessary for billing is properly recorded via PortControl.
- Ensures information on ship movements and service requests is properly recorded and coordinated through Port Control so that customers receive the required services in a timely manner, to reduce their operating costs and optimize the competitiveness of the HPA.
- Understands the needs of ships and potential issues, using surveillance and communication systems to plan the required activities and interventions with direction from the Operations Centre Officer.
- Coordinates the use of HPA Managed berths and anchorages with HPA Mandated Waters.
- Assists in tracking fluctuations in tides and weather conditions affecting marine access to port facilities. Informs internal, external, and customer partners of access constraints and recommends mitigation measures.
- Responsible to be onsite for calls received outside of normal working hours. This includes being onsite for arrival and departure of all vessels at HPA managed facilities.
- Approvals within Port Control System (Hot work, lifeboat launching, etc.), through direction of Operations Centre Officer.
- Monitors/optimizes vessel movements with HPA Mandated Waters.
- Assesses and analyzes requests and complaints received to determine the need for intervention.
- Attains and maintains an advanced operational proficiency and competency level with the Primary Command and Control camera operating system (Milestone) and all other general system software manipulation.
- Facilitates rail shunts at Ocean and Richmond Terminals and works with CN Rail to provide proper access control.
- Performs onsite storage terminal counts and updates weekly in PortControl.

**Security and Emergency**
- Monitors all radio communications (VHF, UHF) and disseminates information when appropriate and responds to the communications of other security operators.
- Investigates alerts that are generated by the HPACCS and follows correct procedures for security incidents, breaches, etc.
- Provides surveillance, investigative and communications support to other Port of Halifax Marine Facilities in the event of a reported or confirmed security incident or breach.
- Works with the police of jurisdiction (HRP) when directed to do so by the Manager of Port Security.
- Works with PSA Container terminal security to facilitate smooth and efficient operations between Ocean Terminals and PSA.
- Formulates and provides detailed Port Occurrence Reports (POR) when minor and/or major occurrences and/or incidents occur on Ports lands and within the harbour.
- Works with the Security detail on scene (e.g., Rover) and provides key information in the POR so the appropriate HPA Managers and/or Deputy Harbour Master are able ascertain the appropriate information to make key command decisions to mitigate or handle the
