**Job Summary**:
**To provide corporate
- and community-initiated community development services in response to identified community needs.**

**Major Responsibilities**:

- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
- Develops, recommends and administers program and project budgets, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Provides community development services within and for the community-based sector to elected officials; volunteers, managers and staff of incorporated and unincorporated groups; and community coalitions.
- Provides management and organizational consulting services to City of Toronto management (senior managers, general managers, executive directors and directors); and boards of directors, management and staff within the community-based sector.
- Co-ordinates and/or provides management advice, project management and policy development support to Community Development Program-initiated, corporately-determined and community-based initiatives.
- Contributes -through management, consultation, co-ordination and policy development - to the implementation of Council's Strategic Plan and Social Development Strategy in order to achieve outcomes that promote a high quality of life, a sustainable community and the achievement of operational excellence (effectiveness and efficiency) at corporate, divisional, and divisional levels and in the community.
- Ensures the development and implementation of effective strategies that address future functions, processes and policies required for an accessible community-based infrastructure.
- Develops enriched capability and leadership in the field of community development by designing, delivering and administering board, executive and management, and community training and development programs (skill-building, knowledge enhancement and leadership development) within the community based sector (workshops on governance, membership, Board staff roles and responsibilities, effective meeting and evaluation); and with City divisional representatives (People & Equity/Children's Services).
- Creates projects from conception and manages a portfolio of various projects.
- Administers Community Development Program: developing and implementing a Community Resources Unit multi-year priority setting, work effectiveness and improvement planning process, and performance measurement framework.
- Promotes, leads and or co-ordinates from design to implementation, integrated service delivery projects that includes senior managers from city services such as (Toronto Police Service), funders, residents, educational institutions, business, and community agencies

**Key Qualifications**:

- Post-Secondary education in Sociology, Social Work, Community Health Promotion, or related a field or approved equivalent combination of education and/or experience.
- Considerable experience in community development, community advocacy, infrastructure and capacity building and in fostering coalitions and inter-sectoral linkages with individuals and/or organizations to address social inequities, violence and trauma in vulnerable communities.
- Considerable experience in mobilizing community crisis response interventions for communities that have been impacted by violent traumatic incidents such as: shootings, stabbings, assaults and gang and gun activity.
- Experience designing, developing and delivering a variety of culturally appropriate training tools and outreach material to support community capacity building and in mobilizing at-risk youth.
- Experience in the writing of grant proposals, including the development of budgets and submitting to a variety of funding bodies.
- Ability to utilize response approaches such as psychological first aid and trauma informed approaches.
