**2 Vacancies - 2025-2027 Term**

**Mandate**

The mandate of the Energy Transition Climate Resilience Committee (ETCRC) will be to:
(a) promote the City’s climate change plans and energy transition strategy to each member's professional and community networks;
(b) share with, and receive from the City Manager, information regarding the implementation of the City's climate change plans and energy transition strategy;
(c) provide broad independent advice to Council about the City’s climate change plans and energy transition strategy; and
(d) assist Council in developing performance measures for the City’s climate change plans and energy transition strategy.

**Current Committee Priorities**
- Climate resilient planning and development: substantial completion
- Substantial completion determines how and where the City plans and allows growth outside currently developing areas, and is critical to reduce emissions and get on a pathway to net-zero.
- Emissions-free district energy
- The potential for emissions-free building heating is substantial, affordable and can help us avoid locking into long-term, significant emissions depending on the infrastructure choices we make today. District energy and distributed heating systems are vital tools.
- Tracking and reporting results from the Community Energy Transition Strategy and Climate Resilient Edmonton: Adaptation Strategy and Action Plan
- It’s challenging to keep track of the City’s goals and results around energy transition and climate resilience. The solution is a report card to track progress, highlight the best opportunities for improvement, and bring profile to the City’s efforts to reduce emissions and build a sustainable future.
- Emissions-neutral buildings
- Buildings are responsible for 36% of emissions in Edmonton, but this challenge is solvable with existing technologies and solutions at the neighbourhood or individual building level.

Under Bylaw 18156 - Council Committees Bylaw, a Council Committee [ETCRC] may establish sub-committees, with Council approval, to conduct research, obtain and summarize public input, or to obtain specialized expertise. These sub-committees provide reports to the Council Committee [ETCRC] on the matter assigned to them.

Honoraria and expenses are available to members who are appointed by City Council in accordance with Procedure C628 Honoraria and Expenses for City Agencies (members may opt out of receiving an honoraria if they choose.)

Members appointed to City agencies may be compensated for out-of-pocket receipted expenses, such as parking, transit and care-giving expenses to attend regular meetings. Mileage is not paid for attendance at meetings.

**Council Committees Code of Conduct**

Council appointed members of Council Committees are required to abide by Bylaw 19870 Council Committee Code of Conduct Bylaw.

**Publicly Accessible Meetings**

All Council Committee meetings will be publicly accessible, which includes being live streamed via the Committee's YouTube channel. This aligns with Bylaw 18155 Council Procedures Bylaw requirement to have a live audio and video view of Council Committee meetings and _Municipal Government Act_ requirements.

**Appointment Term**
- ETCRC members are appointed for terms of up to two-years, from May 1 to April 30, renewable to a maximum of eight consecutive years.
- Civic agency members eligible for reappointment will be evaluated as per Procedure C575E, Agencies, Boards, Committees and Commissions**.**

**Application Process Timeline**

The Executive Committee serves as the Selection Committee for ETCRC Council-appointed members. It is anticipated that selection processes will take place on the following (tentative) dates:

- January 12, 2025 - Posting closes
- March 12, 2025 - Applicant shortlisting
- April 16, 2025 - Applicant Interviews
- April 22, 2025 - Appointments made by City Council

**Eligibility (NEW)**
- Members appointed to Advisory Committees **must be residents** of the City of Edmonton.
- City employees are eligible for appointment to Advisory Committees [with due consideration given to potential conflicts of interest].
