**Job Summary**:
In this key role, you will supporting the Operational Policy and Innovation unit by undertaking research assignments, policy development and implementation, development of guidelines and providing advice on various aspects of the division.

**Major Responsibilities**:

- Conducts research into assigned areas taking into account developments within the assigned area, leading/best practices, and initiatives by other levels of government.
- Develops, designs, and re-engineers policies, procedures, guidelines and processes to support cost savings, service improvement, and quality assurance.
- Develops policy options related to divisional service initiatives and best practices for consideration by project stakeholders.
- Assesses, formulates and implements policy and/or programs as required.
- Prepares reports, briefing notes, and presentations for Council, committees, agency boards, and senior management.
- Develops and recommends innovative solutions and provides related support to City divisions, agencies, and other groups.
- Develops options and recommendations for policies, processes and procedures.
- Coordinates consultation in an effort to solicit feedback on policy and program development.
- Develops targets, criteria, and outcome measures to measure the effectiveness and success of programs.
- Supervises assigned projects, ensuring collaboration, communication, and quality of work. Develops and monitors project plans, deliverables, budgets, and communications.
- Ensures a common methodology is applied to all projects including control procedures, change management, and quality assurance measures.
- Liaises with City Division and Agency staff to produce implementation and work plans.
- Establishes, maintains, and fosters linkages to City divisions, agencies, other levels of government, and external organizations to ensure effective partnerships.
- Evaluates proposed legislation of other orders of government as it pertains to Transportation Services' divisional goals and strategies.
- Reviews and comments on technical reports, proposed city policies, and Federal and Provincial guidelines, policies and regulations.
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.

**Key Qualifications**
- Post-secondary education in a professional discipline pertinent to the job function (i.e., urban/regional planning, transportation planning/engineering, urban geography or studies, public policy, etc.) or the equivalent combination of education and experience.
- Considerable experience in policy development and planning, policy analysis, and program evaluation in transportation and/or urban mobility.
- Considerable experience in developing creative solutions to complex operating, policy and evaluating problems.
- Considerable experience in formulating and implementing policy and analysis while balancing political, community and other stakeholder interests.

**You must also have**:

- Experience managing complex assignments from inception through to implementation with mínimal direction while balancing political, community and other stakeholder interests, and resolving conflicts.
- Experience in engaging, influencing and working constructively within a complex multi-stakeholder environment.
- Experience in managing external consultants, contractors, including administration of legal agreements, supervision of deliverables, monitoring project scope and compliance, and evaluation of performance.
- Experience in utilizing a variety of quantitative and qualitative research methods.
- Highly developed interpersonal and communication skills, both verbally and in writing including preparing technical letters, reports, presentations and communications materials for management, internal staff, elected officials, other agencies and the public.
- Ability to prioritize and complete project assignments working both independently and as a part of a team.
- Ability to deliver on demanding assignments requiring critical judgement, analytical thinking and problem-solving with creativity.
- Ability to work with assignments demanding critical judgement, analytical thinking and problem solving and to meet deadlines.
- Ability to perform effectively on an individual level and in team settings.
- Highly developed verbal and written communications skills with the demonstrated ability to present complex information to a variety of audiences.
