To lead the development, research and evaluation of policies and procedures for the Corporate Real Estate Management (CREM) division. To determine research projects based on the analysis of qualitative and quantitative data and to oversee cross-functional project teams in support of divisional priorities.

**Major Responsibilities**:

- Develops and implements detailed plans and recommends policies regarding program specific requirements.
- Conducts research into assigned area and analyzes data, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Evaluates policies/programs through the management of qualitative and quantitative data and determines research priorities.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Provides policy/program development, research/analysis and evaluation/support to senior management of the Division/ Corporation to support the delivery of Corporate Real Estate Management services, including facilities operations, real estate, security, and business support functions (i.e. the development of facility use policies, evaluation of existing CREM policies and procedures, analyses and recommendations regarding service delivery methods and organizational structure).
- Develops/recommends new policy and policy amendments considering interests/priorities of Council; Corporate, divisional, senior management, and internal/external stakeholders, including the public.
- Develops standardized policies to ensure a safe and compliant framework that meets clients' operational needs.
- Provides strategic financial/political advice to senior management.
- Develops and recommends innovative solutions and provides advice/support to staff, as well as internal and external stakeholders.
- Deals with confidential and sensitive information affecting the division's operations, assets and resources.
- Makes recommendations to senior management regarding the redeployment of headcount, alternative service delivery options, and the realignment of divisional staff.
- Leads special committees and consultation processes with CREM staff and external clients/stakeholders.
- Prepares request for proposals; evaluates proposals; ensures quality in project deliverables within timeframes and ensures compliance with respect to divisional policies.
- Provides leadership to project teams comprised of various stakeholders, including inter
- and intra-divisional staff, City agencies and external stakeholders.
- Participates in inter-divisional policy and program development initiatives.
- Develops and implements efforts to educate staff and building occupants on roles and responsibilities in supporting divisional objectives.
- Prepares reports and publications including Council reports, briefing notes/communications and presentations for senior management.
- Develops and maintains effective working relationships with clients, other city divisions, external governmental and non-governmental partners, industry organizations and other stakeholders to identify current thoughts, issues and trends, facilitate service coordination, and organize relevant forums and workshops.

**Key Qualifications**:

- Post-secondary education in a Bachelors program an equivalent combination of education and experience.
- Considerable experience in strategic policy development and planning, policy analysis, program evaluations, and experience in process writing and work flow.
- Experience in various research methodologies and techniques and demonstrated experience in writing comprehensive complex and formal reports.
- Considerable project management experience that includes project design, development and implementation.
- Excellent verbal and written communication skills, with an exceptional ability to engage a broad range of stakeholders including, Divisional clients, senior management and political representatives.
- Strong political acumen with knowledge of relevant issues affecting facilities management.
- Familiarity with Federal/Provincial/Municipal government programs and initiatives that affect real estate and facilities services.
- A high degree of conceptual ability and capacity to develop creative solutions to complex operating, policy and evaluation problems.
