National Liaison Officer

**ORGANIZATIONAL CONTEXT AND SCOPE**:
Under the direct supervision of the Chief of Mission (CoM), and in close collaboration with the Resource Mobilization Division, the Canadian Global Resettlement Manager, other Program Managers, as well as other IOM Offices and Country Offices, the incumbent will be responsible for supporting donor liaison activities in Canada.
Within the IOM Ottawa mandate, the National Liaison Officer will support existing IOM programming in close coordination with Programme Managers and work closely across the Canadian Government to develop new partnerships, initiatives, and programming.
**RESPONSIBILITIES AND ACCOUNTABILITIES**:
- Design and develop an engagement plan in alignment with IOM’s Resource Mobilization Strategy based on global resource mobilization KPIs and in response to emerging trends and priorities, as well as donor interests and requirements, in close coordination with the CoM, Regional Office, Programme Managers, as well as with Government counterparts and other relevant public/private sector’s partner organizations;
- Act as a Focal Point for coordinated donor liaison and resource mobilization efforts for projects and initiatives implemented outside of Canada;
- Maintain collaborative partnerships with all government entities that provide funding for international projects, as well as with regional and international institutions;
- Coordinate the liaison with Ministries, governmental authorities, national and international institutions, and relevant NGOs on ongoing programmes;
- Collect, analyze, and present information on donor priorities and trends;
- Coordinate the fundraising activities for international programmes and projects;
- Support the CoM in coordinating with the Regional Offices and advising SRAs, RMD and HQ Departments on funding policies, priorities and procedures and preparing proposals and/or providing technical guidance to Regional Offices and Country Offices on the preparation of proposals for appropriate action;
- In coordination with the CoM and the RMO provides HQ, Country Offices and Regional Offices support in monitoring funding received and verifying donor compliance of delivery with project proposals
- In coordination with CoM and RMD, supports donor visibility and accountability efforts, ensuring quality results-based reporting and developing innovative ways to recognize Canada for their funding contributions
- Maintain, contribute to, and where necessary, establish knowledge management systems covering Canadian migration policy, donor funding policies and strategies, operational issues, and donor programmes. Coordinate with CoM, relevant units in HQ, Regional Offices and Country Offices, and other relevant internal or external stakeholders as appropriate to ensure they are effectively utilized.
- Participate in conferences, meetings and workshops with national and international partners in close coordination with the CoM;
- Supervise and administer staff members; plan and approve absences of staff, evaluate the staff/team’s performance, manage financial resources of the team and coordinate resource deployment;
- Perform any other duties as assigned.
**REQUIRED QUALIFICATIONS AND EXPERIENCE**:
**Education**:
- Masters’ Degree in Political Science, Migration Studies, International Relations or a related field from an accredited academic institution and five years of relevant working professional experience; or,
- Bachelors’ Degree in Political Science, Migration Studies, International Relations or a related field from an accredited academic institution, with at least seven years of relevant professional experience, preferably in similar roles.
**Experience**:
- Knowledge of Canadian policies, structures and Canadian best practices in the field of migration management;
- Proven expertise in liaising with partners and donors, including regional, national and international institutions;
- Working experience in a similar function and/or with national, regional or international public bodies; and,
- Experience organizing events and meetings.
**Skills**:
- Excellent writing, drafting, editing and reporting skills;
- Strong communication and organizational skills;
- Demonstrated knowledge of Canadian migration policies and funding strategies; and,
**Languages**:
- Fluency in English (oral and written) is required.
- Knowledge of French is desirable.
- Knowledge of another IOM Official language (Spanish) is an advantage.
