We are looking for a highly motivated and skilled Evaluation Analyst to join our team and help us make a real difference in the lives of Edmontonians.

As an Evaluation Analyst, you will be a key member of the Data, Research and Evaluation team. You will use your expertise in evaluation and research to support the Section's various portfolios and initiatives. You will lead and manage complex evaluation projects, conduct research, and provide evidence-based recommendations to support the Section's strategic and operational work. Your work will help ensure that our policies and initiatives are effective and aligned with the desired social outcomes for our city.

**What Will You Do?**
- Lead and manage evaluation projects for the Section's initiatives, strategies, and frameworks
- Develop and implement evaluation project plans, including design, data collection, analysis, and reporting
- Conduct research on a variety of social issues to inform project work and policy development
- Prepare reports, presentations, and briefing notes to communicate evaluation findings and recommendations to various audiences
- Collaborate with colleagues within the Section and across the corporation, as well as with external partners
- Contribute to the continuous improvement of the Section's services, programs, and projects
- Develop evaluation plans and outcome metrics for the Social Development Anchor Strategies
- Collect qualitative and quantitative data to provide evidence-based progress reports and support Council reports
- Support team leadership in identifying Key Performance Indicators (KPIs)
- Develop a Social Impact Assessment (SIA) and evaluation frameworks. Represent the team in evaluation working groups
- Enhance program design, delivery, and outcomes through strategic insights
- Develop accessible, user-friendly evaluation tools for diverse stakeholders

**Qualifications**:

- A Bachelor's degree in Social Sciences, Human Ecology, Social Work, Recreation Administration, Planning, Public Administration, or other related human services program
- A minimum of 2 years of progressively responsible experience in evaluation, research, or a related field

**Assets**:

- A Master's degree in a relevant field
- Community Based Evaluation training
- Project Management training and/or certification
- Experience working in the social sector or other large organizations
- Experience working in community based evaluation efforts
- Credentialed Evaluator (CE) Designation by the Canadian Evaluation Society (CES)
- Valid Alberta Class 5 driver's license (or provincial equivalent); You may be asked to arrange your own transportation for use while on City business

**Skills Required for Success**:

- Experience navigating levels of government, large corporations, and community organizations
- Excellent project and process management skills, including the ability to lead and manage complex projects
- Demonstrated experience, training, and skills in program/policy evaluation
- Ability to design, implement and manage social research and evaluation of projects
- Excellent research, analytical, and problem-solving skills
- Knowledge of data analysis software and techniques
- Experience with outcome measurement and performance measurement
- Excellent written and verbal communication and interpersonal skills, including the ability to present complex information clearly and work effectively with diverse stakeholders
- Experience in developing Social Impact Assessment (SIA) evaluation Tools
- Experience in utilizing data collection using Google Forms and SurveyMonkey to design questions and collect qualitative and quantitative data.
- Experienced in facilitating engaging and productive evaluation sessions in various formats.
- Experience in presenting data findings clearly and effectively, supporting informed decision-making

**Conditions of Employment**:

- Hire is dependent upon a Criminal Record Check satisfactory to the City of Edmonton

**Work Environment**:

- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
- Some travel within the city may be required.
