**Job Description**:
In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Corporate Director, Care Sustainability, the Manager is responsible for monitoring the effectiveness of patient care staffing models in Island Health clinical units to provide a predictable, consistent and safe culture on our clinical units and the continuous improvement of patient care staffing models to align with expected patient care needs in support of Island Health's Vision and Values. Key responsibilities of this role include ensuring facilitation and coordination of short and long-term utilization goals of the Clinical Programs and monitoring progress toward achievement of strategic and operational objectives. The Manager is a contact/liaison between the Clinical Program and key stakeholders both internal and external to the organization including senior members of the executive, peer members of other Health Authorities, government, and community partners as needed. The Manager promotes effective change management strategies, communication and decision-making regarding optimal use of staff resources across the organization. In addition, the Manager develops briefing papers and reports, ensuring the timely and effective implementation of decisions, and works on specific projects as assigned.

**QUALIFICATIONS**:
**Education, Training And Experience**:
A level of education, training and experience equivalent to a Master's Degree, and 7 years of progressively more senior experience working within a complex public or private sector environment. A clinical degree/designation and operations management experience are assets.

- Ability to work collaboratively with and provide leadership to diverse groups and individuals.

- Ability to critically analyze and synthesize utilization, statistical and financial data.
- Ability to use initiative and judgment to develop courses of action for self and others that are results oriented.
- Ability to proactively use technology and software.
- Strong strategic and operational planning skills with ability to link to organizational goals and strategies.
- Knowledge of, and experience in implementing, progressive accountability frameworks.
- Demonstrated understanding of Board Governance processes, policy and political approaches and processes in various levels of government.
- Advanced project management skills.
- Excellent interpersonal skills.
