The Innovation Governance and Evaluation Unit is responsible for ensuring that the agencies reporting to TI (Alberta Innovates and Alberta Enterprise Corporation) are well governed and meet governance and accountability requirements as legislated through the Alberta Public Agencies Governance Act (APAGA) and agencies’ respective legislation. As well, the unit establishes best practices related to performance measurement and evaluation to ensure that innovation-related programs, strategies, initiatives, and agencies are meeting Ministry priorities effectively and efficiently.

**Role Responsibilities**:
Reporting to the Director, Innovation Governance and Evaluation, the Manager, Evaluation provides leadership and expertise to ensure that technology and innovation programs, initiatives, strategies, and agencies reporting to the Ministry have the mechanisms in place to demonstrate value and are performing to meet their outcomes for the benefit of Albertans. This position will create, implement, and manage branch-wide frameworks for evaluation and performance metrics (i.e., key performance indicators, performance measures, and targets) to ensure that branch programs, initiatives, strategies, and agencies have developed, implemented, and are monitoring and reporting on their performance in support of TI’s objectives and mandate.

This position takes the lead on formal evaluations by liaising with internal and external stakeholders to identify the purpose, scope, and research questions to inform consultants and panels managing this work.

**Responsibilities**:
Some of the role’s responsibilities include, but are not limited to:

- Developing evaluation frameworks, strategies and plans in consultation with working groups and stakeholder committees to ensure that projects follow rigorous evaluation principles.
- Supporting evaluation projects and provide technical advice to Alberta Innovates and Alberta Enterprise Corporation and ensure alignment with ministry outcomes and expectations.
- Establishing a performance measurement framework to ensure that innovation programs, initiatives, and strategies, as well as ministry agencies, are monitoring and reporting accomplishments and progress towards their goals.
- Providing expertise, advice, and training to internal and external stakeholders to ensure that their programs, policies, and initiatives are in alignment with performance measurement frameworks.
- Managing the information collected through evaluations and performance measurement to inform the Ministry of its progress towards outcomes on its innovation activities.
- Working with internal stakeholders and agencies to ensure a consistent approach to data collection and reporting in order to demonstrate overall innovation system success.
- Providing effective leadership and mentoring to staff reporting to the Manager.

**Qualifications**:
**Required**:

- University graduation in a related field (Public Administration, Business Administration, Political Science, Social Sciences and Humanities).
- 4 years of directly related experience preferably in program evaluation, performance measurement, research design and methodology.
- Demonstrated experience in leading or managing team of professionals

**Equivalency**:
Directly related education or experience considered on the basis of:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.

**Assets**:

- Knowledge of evaluation, research design and methodology, qualitative and quantitative data collection and analysis techniques, statistics, and database development and management.
- Ability to interpret and accurately convey information related to the purpose, roles, outcomes and impact of the branch’s strategies, initiatives, programs as well as the ministry’s agencies.
