**Role Responsibilities**:
The Ministry of Immigration and Multiculturalism has an exciting opportunity and is looking for a Team Lead, Contracts & Grants to join our team

Reporting to the Director, Financial Reporting and Operations, the Team Lead, Contract and Grants plays a crucial role in ensuring the department adheres to the Procurement Accountability Framework. The Team Lead is responsible for delivering Ministry-wide services, offering strategic leadership, and providing oversight for all Ministry procurement and grant processes. This position uses extensive and in-depth knowledge of all facets of government procurement, granting, and contract grant management to provide direction, options, approaches, and best practices to this specialized area.

This position works closely with the Financial Planning Unit, which delivers a comprehensive set of financial services, such as budgeting and forecasting, and the Financial Reporting and Operations Unit that offers financial reporting, accounting treatments, financial processes, contract and grant management, and internal control reviews for the ministry. The position brings specialized knowledge in contracts and grants to these units, and leveraging their work to improve contract and grant management practices and strategies.

**In your role as the Team Lead, Contracts & Grants, you will**:

- Provide strategic advice and support on procurement processes, procedures, interpretation of policies and trade agreements, risk mitigation, strategies, and the development of complex contracts and grant agreements across the Ministry.
- Research and develop leading practices which adhere to the Financial Administration Act, Treasury Board and Finance (TBF) Directives, Procurement Accountability Framework, and departmental requirements.
- Review project documentation including requirements, project plan, charter, business case, design, testing and implementation strategy.
- Develop the Centre of Excellence on procurement practices.
- Lead the review to determine if eligibility has been correctly authorized and the approval and payment process has been done correctly.
- Understand and communicate all complex business functions of the department's grant systems, programs and related policies to define financial requirements.
- Review all procurement and grant agreements to ensure that they are in compliance with policies and risks and risk mitigation strategies are adequately documented.
- Act as the primary contact for various entities to ensure information is reported appropriately and shared with relevant stakeholders.
- Provide leadership to Information Technology Management (ITM) and external service providers to build, test, coordinate, and maintain grant system functions to meet business needs.
- Lead and direct the development of Contract and Grant Review Committee (CGRG) packages, briefing notes, presentations, and action request responses, with policy position papers, ministerial correspondence, and other documents for Deputy Minister Approval.
- Serve as the primary support for the CGRC secretariat for discussion of all contracts and grants recommended for Deputy Minister approval. Provide advice regarding non-compliance issues.
- Lead, train, develop, and motivate staff, ensuring timely and appropriate management of projects and workloads requiring a varied level of skills and knowledge.
