**Position Overview**

The **hiring salary range** for this position is from $105,836.25 to $121,705.35

The Quality Manager is responsible for ensuring adherence to the standards of quality and compliance across EORLA and is responsible to develop and oversee quality improvement. This role oversees the EORLA wide Quality Management System, and adherence to accreditation and regulatory bodies. The Quality Manager will coordinate across departments, hospital units and interprofessional staff to uphold best practices and adherence to accreditation standards, ensuring enhanced quality of care and patient safety. This role will work as a dyad to the Medical Quality Director and reports to the Director, Regional Operations.

Key responsibilities include:
**Quality Management Systems**
- Maintains a comprehensive Quality Management System (QMS) in accordance with regulatory standards
- Coordinates internal and external audits and related documentation ensuring compliance for the QMS and related assessment processes
- Monitors compliance with QMS documentation and evidence
- Leads and/or supports the development of policy and procedures in the corporate quality manual and the corporate safety manual ensuring alignment with quality and accreditation standards and best practices

**Quality Improvement**
- Supports the development of an EORLA wide Quality Improvement plan
- Participates and/or leads in the development, monitoring and implementation of quality improvement strategies and methodologies

**Regulatory Compliance**
- Oversees management of audit and inspections systems and corrective action preventative action systems within the laboratories
- Ensures compliance with the Accreditation Canada - Diagnostics accreditation program and Accreditation Canada hospital accreditation program
- Ensures work is performed in accordance with Ontario Health and Safety Act
- Assists with site-specific assessments
- Prepares for and lead inspections/assessments/audits for accreditation, maintaining necessary documentation
- Assists with implementation of accreditation from all accreditation bodies involved within the laboratory setting (Accreditation Canada, Health Canada, ASHI)
- Ensures adherence to applicable legislation including The Laboratory and Specimen Collection Centre Licensing Act

**Training and Development**
- Develops and provides professional development, training and education to sites on the integrated QMS
- Fosters a culture of quality and continuous improvement amongst staff

**Data Analysis and Reporting**
- Prepare reports for leadership and committees as required on QA activities, performance metrics, and compliance
- Identifies trends, potential issues and areas of improvement through data analysis
- Monitors quality metrics and facilitates quality improvement opportunities and actions

**Risk Management**
- Conducts root cause analysis for quality incidents and non-conformances and implements corrective and preventive actions (CAPA)
- Identifies potential risks to quality and implements measures to mitigate
- Coordinates laboratory quality projects and programs from planning through implementation; monitors indicators and recommends corrective action where required to achieve sustainability

**Collaboration and Communication**
- Primary point of contact for quality-related inquiries and issues
- Collaborate with EORLA staff and external partners to promote a culture of quality and safety
- Serves on committees as delegated by Leadership

**Basic Requirements**
- Bachelor’s degree or Diploma in Medical Laboratory Technology or a related field;
- Minimum of 7 years of previous experience in a clinical laboratory with at least 2 years in a quality management role;
- Strong knowledge and understanding of Quality Management Systems and supporting methodologies, as well as Lean/Six Sigma and other quality improvement methodologies;
- Experience in project management and change management;
- Sound knowledge of relevant accreditation standards and legislative and regulatory framework for laboratories, hospital practices and procedures as they pertain to the provision of laboratory medicine, standards of practice and relevant regulations;
- Skilled presenter with strong written, verbal and collaboration skills;
- Core knowledge of data analytics;
- Proven ability to build and sustain relationships with internal and external stakeholders and to foster a positive culture;
- High level of attention to detail and accuracy;
- Demonstrated organizational skills with the ability to juggle multiple competing priorities and tight deadlines;
- Sound problem solving and conflict resolution skills;
- Must have a valid driver’s license and access to a vehicle, as some travel between laboratory sites is required.

As a pre-condition of employment, all new EORLA employees will be required to obtain and provide a satisfactory Criminal Records Check dated within six (6) months from the date of issue.
