The Human Resources Recruitment & Retention Associate oversees the overall provision of Human Resources services; this includes the development and implementation of the recruitment and retention strategies for the organization, which will include but not be limited to the following: Benefits Plan administration, recruitment, onboarding, employee file management and participation in committees as well as, reviewing and revising human resources policies, and procedures and practices in accordance with Employment Standards., Human Rights Legislation and Accreditation Standards.

**Key Responsibilities include but are not limited to the following**:

- Support, guide, and ensure HR policies, employment standards and laws, programs and processes are adhered to
- Provide management with recommendations for policy changes.
- Review company policies and ensure they follow the employment standards.
- Provide information to employees regarding interpreting policies and procedures to assist in employee empowerment and personal development.
- Administer progressive disciplinary action in accordance with established procedures.
- Monitor for consistent implementation and appropriateness of disciplinary action. Advises managers and supervisors about the steps in the progressive discipline system of the company.
- Conducts workplace investigations and resolves any conflicts that arise among staff in the department when needed.
- Develop and review agency job descriptions in partnership with the Senior Leaders.
- Plan, develop and implement strategy for HR management and development (including recruitment and selection policy/practices, discipline, grievance, contracts, training and development, succession planning, morale and motivation, culture and attitudinal development, performance appraisals, and quality management issues)
- Post, review, hire and track vacant positions and special projects (e.g., Summer Job Applications for Funding).
- Develop and update interview questions to remain consistent with position responsibilities. Coordinate and implement interviews, selection, promotion, transfers, and agency orientation.
- Prepare and deliver “offer of employment” letters for all new employees.
- Responsible for the orientation and onboarding of all new hires in the Organization. Review the Agency Orientation package to include revised policies.
- Work with supervisors to handle employee complaints and incidents, including conflict resolution, health and safety concerns, work refusals, and investigations.
- Prepare reports such as new hire reports, termination reports, vacation, and leave of absence reports as needed.
- Conducts investigations on employee complaints or concerns and ensures appropriate actions are taken to resolve the complaints.
- Work our leaders through the termination process and ensure effective exit interviews.
- Submit turnover data quarterly to Executive Director and Directors.
- Maintain human resource databases, computer software, and manual filing systems.
- Administer company employee benefits package and review plan annually to ensure cost-effectiveness and employee utilization
- Primary contact for company benefits (maintaining up-to-date knowledge of company benefits, explaining benefit coverage to employees, benefit process commencement and termination).
- Maintaining employee WCB records, ensuring necessary documentation is completed and submitted. Developing and monitoring Return to Work Plans.
- Act as a resource to or serve as a member of the Joint Health and Safety Committee, assisting and providing information and responses on behalf of the company. Assists with the company's health and safety programs

**Skills & Requirements**
- Human Resources Certificate or a post-secondary diploma or related degree required (e.g., Business Admin, Social Science, Psychology)
- 3 years’ experience in an office setting, preferably a Human Resources environment
- Computer proficiency in MS Office and a Windows environment
- Knowledge of relevant Human Resources practices and applicable employment legislation
- Ongoing passion for personal learning and development of others
- Maintains confidentiality of records and information
- Strong organizational skills with the ability to multi-task
- Clear Vulnerable Sector Check

**Experience**:

- Human Resources: 3 year (preferred)
