Job Description:PURPOSE OF POSITIONAccountable for managing a team of policy experts in the delivery of policy initiatives for the credit union and Ontario-incorporated insurance company and reciprocals sectors, which includes development of rules and guidance, as well as supporting the development of strategies for the Credit Union and Insurance Prudential and Policy departments.
KEY RESPONSIBILITIES- Manages the delivery of Credit Union Policy Unit initiatives including but not limited to developing FSRA rules under the Credit Unions and Caisses Populaires Act, 2020, improving Ontario credit union access to emergency liquidity and developing regulatory guidance for the credit union sector while ensuring consistency with overall section or department performance measures, standards, and best practices and integration with overall FSRA directions.
- Manages the development of FSRA rules under the Credit Unions and Caisses Populaires Act, 2020, as well as regulatory guidance on credit union market conduct frameworks, recovery planning, resolution planning, Risk-Based Supervisory Approach, business/ investment Powers, and other topics of relevance to FSRA credit union sector priorities.
- Provides policy expertise in support of FSRA’s statutory responsibilities for reviewing and receipting co-op offering statements under the Co-operative Corporations Act (CCA) and FSRA’s prudential oversight of Ontario-incorporated insurance companies.
- As part of the management team, supports FSRA leadership in formulating strategy and developing tactics and provides leadership in executing programs or services to deliver on strategy and tactics.
- Provides program/service expertise and advice to FSRA management and staff in response to operational or program issues impacting the achievement of department or sub-function directions; providing evidence-based recommendations for problem resolution and improvement to methods to deliver programs or services.
- Manages the unit and its staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of FRSA. Accountable for hiring, orienting and training of staff, determination of performance standards and conduct of performance reviews, managing employee relations matters.
- Works with the Director in operational planning, development and reporting on performance metrics, program effectiveness, risks and impacts related to unit matters.
- Supports critical change and a new collaborative, forward thinking culture within the unit, and works with others to achieve this across the section or department.
- Promotes and supports the implementation of innovation and continuous improvement throughout the unit.
- Leads and/or participates on projects within the section to represent the unit’s interests in program or service decision making.
- Develops and manages relationships and consultation with stakeholders impacted by unit programs and operations to discuss and clarify program or service-related issues and needs.
- Works in collaboration with colleagues on function priorities for FSRA.
- Degree in finance, law, economics, public policy, or related field; Master’s degree and relevant professional designations are preferred.
- 6 - 8 years’ experience in planning and managing the development of policy, programs, services, initiatives in the areas of financial services, public policy or regulatory oversight and in interpreting legislation/regulations, design programs/services directly or on behalf of government which includes experience managing staff and complex relationships with stakeholders.
- Knowledge of financial institutions and financial services industry including financial services regulations.
- Knowledge of credit unions and the cooperative business model.
- Knowledge of public policy and legislative development processes as well as government decision making processes.
- Skilled at writing clear and concise documentation, reports, briefing notes, etc.
- Skills and ability to manage and champion change for a new organizational culture and vision.
- Skilled in leading relationship management and forming collaborative relationships.
- Leadership skills to implement a new organizational structure, systems, and standards.
