You'll oversee the effective delivery and execution of programs, services, and processes that support departmental goals and advance WorkSafeBC's talent and leadership development priorities. In this key role, you'll help shape and implement strategies that build strong internal talent pipelines, enhance leadership readiness, and align workforce capabilities with organizational objectives. You'll support and operationalize enterprise‑wide talent development initiatives led by the Senior Manager and Director, driving programs in areas such as succession planning, leadership development, career pathing, learning pathways, co‑op student experiences, and talent calibration. How you'll make a difference You’ll build and empower teams that serve workers and employers across B.C. Where you'll work At WorkSafeBC, we offer a hybrid work model that combines working remotely and in our offices based on the operational needs of the position. In this role, you will work primarily from our Richmond Office with some flexibility to work from your home in B.C. What you'll do Design and execute strategies and processes to ensure effective delivery and implementation of services, initiatives, and programs to support talent development and readiness and succession planning by: Lead the implementation of Talent and OD programs by executing the roadmap set by the Senior Manager, managing internal and external resources, and aligning initiatives with WorkSafeBC's 3‑year workforce plan. Drive talent development and employee experience strategies, including leadership succession, talent readiness, and EDI initiatives, to support a strong and future‑ready workforce. Utilize data and systems (e.g., HCM, LXP) to track and report on key metrics, develop dashboards, and provide insights that inform program effectiveness and continuous improvement. Collaborate cross‑functionally with Learning and Development, Communications, and other stakeholders to deliver aligned programs, communicate initiatives, and stay current on best practices in talent and organizational development. Foster a collaborative and high‑performing team environment by promoting open communication, staff engagement, teamwork, and recognition, while supporting change and new initiatives. Lead the development and execution of operational plans and talent strategies, including succession planning, employee experience, and development programs aligned with WorkSafeBC's strategic priorities. Manage the delivery of Talent and Organizational Development (TOD) programs through a mix of internal and external resources, ensuring alignment with the organization's multi‑year workforce plan. Implement and evaluate talent development initiatives including leadership succession, coaching, EDI‑focused programs, and employee experience strategies to build internal capacity and readiness. Provide leadership and direction to assigned staff, including performance management, goal setting, coaching, hiring, and development to support individual and team success. Monitor and manage budgets, systems, and metrics related to talent development programs, including the use of HCM/HRMS and learning experience platforms for data tracking and visualization. Collaborate across departments and stakeholders such as Learning and Development, Corporate Communications, and external vendors to align initiatives and effectively communicate progress. Maintain HR and TOD expertise by staying current on trends and best practices, conducting research, preparing reports and presentations, and supporting special projects as needed. We're looking for someone who has the following: Demonstrated leadership or senior specialist experience within large, complex organizations, with a proven ability to drive organization‑wide change and collaborate across departments. Expertise in designing, implementing, and measuring comprehensive talent development programs, focusing on leadership competency development at mid‑ and senior levels. Experience building and managing career and skills development pathways supporting vertical and lateral growth across functions. Strong background in defining, integrating, and evolving critical leadership competencies into learning and development strategies. Proven success leading talent readiness and succession planning initiatives, including fast‑tracking high‑potential leaders for key roles. Skilled in designing and scaling executive leadership and workforce readiness programs and partnering with executive teams to deliver strategic talent initiatives. Proficient in talent program design, delivery, and coaching methodologies, focusing on tracking progression, development, and organizational impact. Experienced using HCM systems (such as Oracle, Workday, or SuccessFactors) to capture, analyze, and apply talent metrics to drive program effectiveness and continuous improvement. Your background and experience An undergraduate degree in human resources, industrial/organizational psychology, or a related discipline. Master's in human resources, I/O Psychology, Organizational Development, Leadership Development, or related discipline considered an asset. Experience in designing and implementing Career Pathing and Skills Pathways. Seven to ten years of experience in talent and leadership development or a related field, including 5 years of progressive experience and demonstrated effectiveness in leading talent and leadership development‑related initiatives and programs within a complex, unionized/non‑unionized organization.
