Richmond, British Columbia, Canada Precise Pipe Full time

Position: HR Manager – Talent Acquisition & HR Operations, Mandarin speaking born in Canada only.

Location: Vancouver

Travel Required: Moderate to Frequent

Employment Type: Full-time

Salary: $70,000 – $105,000 CAD per year (Depending on Experience)

Role Objective

We are hiring a well-rounded HR Manager, Mandarin speaking born in Canada only with 4–7 years of experience to lead a balanced role between strategic talent acquisition and core HR operations. This role is ideal for someone who thrives in a technical, people-centric environment where recruiting is as much about relationship-building as it is about placement.

You will identify, engage, and nurture relationships with key talent across oil & gas, solar, and OEM industries — understanding that many of the best candidates are not actively job-seeking and will require patience, strategic outreach, and in-person engagement.

At the same time, you will manage and improve HR operations, ensuring internal employees are supported through effective onboarding, feedback channels, benefits programs, and team engagement initiatives.

Key Responsibilities

Talent Acquisition (Approx. 50%)

  • Lead and coordinate two dedicated graphic designers, ensuring creative projects are executed on time and aligned with company goals.
  • Lead full-cycle recruitment for technical, commercial, and operational roles across Canada and the U.S.
  • Build long-term relationships with high-potential candidates in the oil & gas, solar, and OEM sectors.
  • Attend industry events and travel periodically to meet candidates and expand the company's talent network.
  • Develop targeted sourcing strategies to engage passive candidates — including those a competitors, suppliers, or customers.
  • Maintain and continuously update a live talent pipeline aligned with growth and succession needs.

HR Operations & Internal Support (Approx. 50%)

  • Manage employee lifecycle activities including onboarding, offboarding, and performance-related processes.
  • Collect and act on employee feedback to support retention and workplace culture.
  • Oversee group benefits, liaise with providers, and communicate offerings to staff.
  • Help plan and execute team-building activities, internal events, and HR communications.
  • Ensure ongoing compliance with Alberta and B.C. employment standards and support policy documentation.

Qualifications

  • Mandarin speaking born in Canada only.
  • 4–7 years of progressive HR experience with a balanced background in recruitment and generalist HR functions.
  • Proven experience recruiting in or supporting industries such as steel, oil & gas, renewable energy, or industrial manufacturing.
  • Strong interpersonal and relationship-building skills — especially with passive and hard-to-reach candidates.
  • Familiarity with employment standards and HR practices in Alberta and/or British Columbia.
  • Willingness to travel within Canada and the U.S. for strategic hiring opportunities and events.
  • Highly organized, self-directed, and comfortable working in a fast-paced, entrepreneurial setting.

Compensation & Benefits

  • Salary Range: $75,000 – $105,000 CAD per year, depending on experience and qualifications. Final salary confirmed following successful completion of the probationary period.
  • Benefits: Full company benefits effective from the start of employment.
  • Paid Vacation: Provided annually in line with company policy.

Personal Attributes

  • Strong communicator with excellent writing skills.
  • Creative thinker who enjoys working with design teams.
  • Professional, dependable, and able to manage multiple projects with deadlines.
  • Collaborative team player with a leadership mindset.
  • Adaptable, detail-oriented, and eager to grow in a dynamic environment.
