Director, Finance & Policy – EX-1

Core Job Purpose

The Director of Finance & Policy provides leadership and is responsible for a broad range of core financial services including accounting, treasury, investments, travel and expense administration, forecasting and reporting (internal and external), and corporate policy. The position is also responsible for the financial administration of contracts (payments and receivables).

As a subject matter expert, supports the broader organization on financial management practices and issues, including support to business development in deal pursuits, structuring and related risk management.

Responsibilities

Strategic and Operational Planning, Risk Management and Reporting
  • Provides support to the financial components of CCC’s strategic plan including long-term forecasting, on-going tracking of metrics and reporting; identifies risks and provides mitigation recommendations.
  • Leads the development of the organization-wide annual financial plan, working collaboratively with leaders from across the organization.
  • Tracks and reports on key performance indicators and metrics ensuring risk identification and mitigation recommendations are identified.
  • Leads the development of the Finance function-specific long term and annual business planning processes; tracks metrics, identifies and mitigates operational risks and challenges.
  • Ensures optimization and maintenance of information systems and data management processes and outcomes and leads continuous improvement in policy, process and procedure.
People and Organizational Management
  • Leads design and ensures effective organizational model, service delivery model (including enabling technology) and clarity in roles and responsibilities.
  • Leads workforce planning and talent strategy (number, competency/skill requirements, on-going training).
  • Engages in objective setting, monitoring, and support on a regular basis.
  • Provides mentoring, coaching and performance management for resources, and support to all team members as needed and resolves escalated people management issues.
  • Ensures positive and productive operational culture, monitoring culture and productivity, and intervenes when necessary.
Stakeholder Relations
  • Acts as a subject matter expert resource to other Director level portfolio leaders in financial planning, management and associated risk mitigation.
  • Manages relationships with financial institutions.
  • Manages relationships with key stakeholders across the broader public service including Internal Audit, Treasury Board, Office of the Auditor General and the Office of the Comptroller General.
Corporate Policy, Financial and Risk Management
  • Leads the development and monitoring of all organizational corporate policies and practices; ensures adherence to all regulatory guidelines and generally accepted accounting rules, standards and practices both internally and externally.
  • Develops, implements and monitors an internal control regime and ensures adherence.
  • Identifies potential financial risks to the organization, undertakes required investigation and analysis to provide options and recommendations for decision making.
  • Creates and monitors the departmental budget.
Operational Accountabilities
  • Leads the preparation and analysis of a wide range of financial reports on a monthly, quarterly and annual basis for each of the Board of Directors, Executive leadership, internal function leaders as well as compliance with external requirements (Treasury Board, Canada Revenue Agency).
  • Directs the administration of core financial activities such as receivables, payables (including internal expense management), accruals, reporting, management discussion and analysis.
  • Leads CCC’s treasury function including cash management, investments and use of a range of financial instruments.
  • Provides expert advice on risk management for complex deal structuring and contracting.

Requirements

  • Completion of an undergraduate degree in finance, accounting, business or commerce.
  • Minimum of 10 years of experience in financial management including leadership roles.
  • Knowledge, skills, and experience in leadership and management practices including people leadership and labour relations, strategic and operational planning and risk management, performance, project, and change management, risk management and accounting and finance.
  • Knowledge of issues, trends, best practices, and challenges related to finance, accounting and risk management in the context of commercial export operations and international contracting.
  • Knowledge of relevant local, provincial, and federal legislation and regulations including collective agreements.
  • Knowledge of relevant economic, political, legal, cultural, and social contexts of partners and stakeholders.
  • Proficiency in both official languages is highly desirable.
  • Knowledge of CCC Policy Suite and related procedures and instructions.
  • Knowledge of office productivity software and databases, discipline-specific software, enterprise software, and technology devices.
