Reporting to the Cowichan Tribes Chief, the Chief Administrative Officer is responsible for overseeing the strategic priorities of all Cowichan Tribes departments and programs, Chief and Council directives, applicable legislation and policies, financial management, and the supervision of the Operational Leadership team to ensure efficient and effective service delivery to the Cowichan community in a manner that is consistent with organizational and community culture. This is a full-time permanent position.

COMPENSATION AND BENEFITS:

Cowichan Tribes offers an excellent benefit and pension plan available after successful completion of the probationary period. The position includes paid training, paid vacation, and paid sick leave. 85 per hour ($159,443.strong>

  1. Design and implement strategic goals and key performance indicators for Cowichan Tribes;
  2. Evaluate and establish policies that promote and align with the Cowichan Tribes culture and vision;
  3. Lead and provide direction to the Cowichan Tribes Operational Leadership team to deliver a variety of programs and services for the community;
  4. HR Management functions for direct reports including but not limited to: completing evaluations, performance management, coaching & guiding on complex HR issues, employee requests, and training & development;
  5. Reconcile the direction from Chief & Council with the needs of the Cowichan community;
  6. Create an environment of trust and respect amongst Chief and Council, community, and employees to ensure Cowichan Tribes operates within a safe and positive work environment;
  7. Ensure succession planning, performance management, and training and development are established for the Operational Leadership team to support equitable development opportunities and capacity building;
  8. Analyze and provide leadership in the development and implementation of policies as per applicable legislation;
  9. Provide direction on specific projects and initiatives that enhance organizational efficiency and effectiveness;
  10. Participate as an active member on assigned committees regarding financial, strategic development, visioning, policy, and project issues and concerns;
  11. Represent Cowichan Tribes with government and private agencies, various stakeholders, and general membership;
  12. Work in collaboration with the Chief Financial Officer, Director of Administration & Director of Governance to negotiate, review, and approve agreements, contracts, proposals, and financial documents;
  13. Report to Chief and Council with recommendations that support the implementation and enforcement of policies at all levels of governance;

EDUCATION AND EXPERIENCE:

  1. Master’s degree in the field of business administration or commerce, public administration, First Nations law or another related field is required;
  2. 10 years’ senior leadership experience in a First Nations organization is required.
  3. Administrative management, strategic planning and policy development, policy implementation, and change management;
  4. Strategic financial planning and human resources management;
  5. Knowledge of Hul’q’umi’num’ language skills.
  6. Strong relationship-building and interpersonal skills with an ability to work collaboratively across diverse groups;
  7. Demonstrated ability to provide direction, resolve conflicts, support team members, and manage performance;
  8. Proficient at generating and utilizing data and performance metrics in decision-making processes;
  9. Proven financial management and administrative skills;
  10. Implement change management and project management methodologies;
  11. Maintain boundaries between administrative and governance matters;
  12. Extensive knowledge of the Indian Act, federal and provincial government systems, programming and best practices, emerging trends, and other developments as it relates to First Nation Administration and self-governance;
  13. Experience with and knowledge of Cowichan culture, protocols, teachings, language, and community;
