Directing the design of programs and procedures to ensure worker doses are below regulatory limits and As Low As Reasonably Achievable, and that the development of new or existing program requirements are in accordance with regulations and best practices relevant to radiation protection in the diversified CNL work environment.Ensuring the development and delivery of relevant radiation protection training to site location team members, supervisors and managers as required across Canada.Ensuring effective implementation of the management system, including consistent adherence to supporting process requirements and procedures across the entire CNL organization.Ensuring that all incidents, accidents, investigations and audits are properly documented, logged and tracked in the information management system.Facilitating the conduction of radiation protection field audits to evaluate operational compliance with legislative and corporate radiation protection requirements (i.e. and facilitate the timely implementation of corrective actions.Addressing any compliance issues from the regulator and develop plans to ensure corrective action is taken to address deficiencies and to ensure regulatory requirements are met.Providing event notifications to the regulator, follow up reports and corrective action plans within the timescales prescribed by regulations and regulatory communications.Providing Radiation Protection expertise to support CNL’s commitments to the regulator, including compiling the Annual Compliance Monitoring Report and preparations for the Regulatory Oversight Review.Establishing performance measures for CNL with a view to improve radiation protection performance and pursue safety excellence.Fostering and leading broadly impacting innovation and continuous improvement initiatives within the Corporate Radiation Protection program that has impact across CNL.Directing a Corporate Radiation Protection team and provide a matrix model of management to Radiation Surveyors and Health Physicists in achieving the mandate, annual and long-term business plans.Preparing business plans and annual budgets, provide timely status updates, and ensure the department is managed to schedule and cost.Taking responsibility for incorporating radiation protection considerations and risk management into plans and programs.Reinforcing a “safety excellence” attitude in an environment focused primarily on health, safety and wellbeing, by demonstrating effective listening skills in understanding resistance to change, and effective coaching and facilitation skills to inform management of their regulatory obligations.Monitoring trends and regularly report on the status of various stages of incident management, supporting line management in identifying actions to prevent reoccurrence. Ensures timely and effective incident management.Developing business case analysis recommendations for enhancements to the Corporate Radiation Protection program, equipment, and services.Responsible for the effective management of the Corporate Radiation Protection budgets (~$10M), recommending cost control measures and potential efficiencies based on specific needs within this defined budget.Communicating with a variety of internal stakeholders and line leadership to develop program elements, build consensus for implementation efforts and identify service opportunities to ensure we help CNL meet their purpose and objectives.Representing CNL and/or the country on international committees and at other venues to determine/establish current practices in broader professional communities, changes in industry best practices and relevant technological developments.What we are looking for:
Someone who has the ability to:Demonstrate solid non-authority leadership skills.Develop “big picture” planning regarding radiation protection as well as the tactical plans that allow Radiation Protection staff to implement objectives at a site level.Demonstrate financial understanding (including Earned Value Management Systems) is required to review and understand financial performance of a complex organization. Ensures the division operates within budget and reports on EVMS performance.Summarize identified risks associated with radiological hazards and non-conformance with the CNL RP Program and Regulations for Senior Management, with clear recommendations and an operational plan for their resolution.Understand and effectively communicate, verbally and in writing, sensitive information to executive management in the organization and to senior and middle management in other organizations.Use conflict management principles to prevent or de-escalate conflict with others.Understand CNL’s management system and functional support areas, in particular Radiation Protection, Environmental Protection, Emergency Preparedness, Occupational Safety & Health, Health Centre, Performance Assurance, Compliance and Quality Assurance issues.Demonstrate strong working knowledge of Nuclear Safety and Control Act and associated regulations with an impact on radiation protection.Experience:
At least 10 years of demonstrated leadership experience in a radiation protection or nuclear safety and compliance role within a complex regulated environment.Education:
A relevant university degree or post graduate degree in science or engineering is preferred; Level 2 Secret which has a minimum requirement of 7 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom.
