Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

  • Provides human resource consultation, advice and support to assigned departments in Fraser Health; promotes and fosters a consultative and problem solving labour relations approach towards management, employees and unions by providing consistent application and advice on collective agreements, legislation and policies and procedures; maintains current knowledge on relevant legislation, health care collective agreements and human resource practices to ensure that Fraser Health human resource programs are current and within legislative and/or collective agreement requirements.

Responsibilities

  • Consults with managers, directors and other clients on operational issues and assists them to meet strategic goals and effective operation of their human resources.
  • Provides advice and guidance to managers, employees and others regarding the interpretation and administration of various collective agreements, local agreements, legislation and policies.
  • Investigates labour relations issues and complaints; researches appropriate jurisprudence and industry practices.
  • Provides advice to managers and other clients respecting grievance and other dispute resolution process management.
  • Promotes constructive union-management relations through respectful communication and interest-based problem-solving.
  • Identifies management education needs regarding human resource issues; assists with developing and presenting appropriate related educational programs.
  • Maintains records such as a grievance tracking data base and statistics on labour relations activities.
  • Remains current in human rights, employment and other related legislation.
  • Participates on industry committees to maintain knowledge of current and future trends and changes in labour relations.
  • Participates in contingency plans as required for legal/illegal work stoppages.

Qualifications

Education and Experience

University Degree in a field related to Human Resource Management, plus five (5) years' recent, related experience in human resources in a unionized environment, or an equivalent combination of education and experience that is acceptable to the Health Authority.

  • Demonstrated ability to deal effectively with others in a highly sensitive labour climate;

  • Demonstrated ability to operate related equipment including computers and appropriate software programs;
  • Physical ability to perform the duties of the position.
  • Valid B.C. Driver's License and use of a personal vehicle.
