Hours per day or Week: 7.25 hours per day

Security Level: No Clearance Required

Must Have:

  • Extensive experience in systems analysis and design in large enterprise environments e.g., preparing conceptual, logical and/or physical processes and data models.
  • Experience rapidly and succinctly documenting architecture designs.

Nice to haves:

  • Experience supporting the design of Esri-based geospatial solutions, ArcGIS Portal, ArcGIS Online, ArcGIS Server, ArcGIS Image Server.

Description:

In this role, the successful candidate will be required to lead the architecture review, documentation, and support solution design for six projects within the Geospatial Ontario IT Program (please see attachments for more information):

  1. Intake item #197 - LIO Modernize Data Maintenance (LIO Editor) (18.5% allocation or 25 days of effort)
  2. Intake item #204 - Providing Access to OPS GIS to LIO Warehouse (7.4% allocation or 10 days of effort)
  3. Intake item #205 - LIO Data Modelling Standards (7.4% allocation or 10 days of effort)
  4. Intake Item #288 - GIS Delivery Platform Planned Maintenance FY24-25 (29.6% allocation or 40 days of effort)
  5. Intake Item #289 - GIS Delivery Platform Modernization FY24-25 (14.8% allocation or 20 days of effort)
  6. Intake Item #321 - ArcGIS Portal (22.2% allocation or 30 days of effort)

The successful candidate may be redeployed to other Geospatial Ontario IT Program projects.

Responsibilities:

  • Develops, recommends, documents, implements and manages the technical architecture (hardware, software, database and communications) which will be used for all or specific applications in a large, distributed cross-platform environment.
  • Responsibilities also include the identification of relevant information and the determination of the environment, which will be used for development.

General Skills:

  • Leadership experience in the development and implementation of technical architectures at a senior level.
  • Extensive experience with at least three different platforms, operating systems, environments, database technologies, and communications protocols.
  • Experience with middleware and gateways.
  • Knowledge of performance considerations in different environments.
  • Experience in structured methodologies for the design, development and implementation of applications.
  • Extensive experience in systems analysis and design in large systems environments.
  • Knowledge and experience designing processes around ITIL and is able to guide others using this methodology.
  • Experience translating business requirements into reporting needs.
  • Experience preparing conceptual, logical and/or physical processes and data models.
  • Experience developing, recommending, implementing and managing technical architecture.
  • Awareness of emerging technologies, trends and directions.
  • Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.
  • A team player with a track record for meeting deadlines.
  • Experience in developing enterprise architecture deliverables (e.g. models).

Desirable Skills:

  • Knowledge of Esri-based geospatial solutions, ArcGIS Portal, ArcGIS Online, ArcGIS Server, ArcGIS Image Server, GIS infrastructure, middleware, maintenance, services, applications, databases, monitoring, and tools.
  • Knowledge of integrated networking technologies, Microsoft Azure, Oracle Spatial, MS Fabric, midrange server, enterprise storage, and personal computer system technologies.
  • Experience in developing enterprise architecture deliverables (e.g. models) based on Ontario Government Enterprise Architecture processes and practice.
  • Knowledge and understanding of Information Management principles, concepts, policies and practices.

Experience and Skill Set Requirements

IT Architecture Experience - 40

  • Leadership experience in the development and implementation of technical architectures at a senior level.
  • Extensive experience in systems analysis and design in large enterprise environments e.g., preparing conceptual, logical and/or physical processes and data models.
  • Experience supporting IT Infrastructure modernization, maintenance and the development of new solutions (services, tools, applications, databases, applications, etc.).
  • Experience rapidly and succinctly documenting architecture designs.

Technical Experience - 35

  • Experience supporting the design of Esri-based geospatial solutions, ArcGIS Portal, ArcGIS Online, ArcGIS Server, ArcGIS Image Server.
  • Experience with multiple spatial and non-spatial database technologies e.g., Oracle Spatial, Azure SQL DB, MS Fabric, PostgreSQL.
  • Experience with Microsoft Azure infrastructure e.g., virtual hardware, scaling, middleware, gateways, storage, and levels of highly available deployments.

Communication Experience - 20

  • Experience communicating technical concepts to lay audiences.
  • Experience negotiating to achieve consensus.
  • Experience supporting stakeholder engagement.

IT Public Sector Experience - 5

  • Experience supporting IT projects in the Ontario Government and/or Land and Resources I&IT Cluster (LRC).
  • Experience overseeing Digital First Assessments, Cyber Security, Architecture reviews and other corporate reviews from within the Ontario Government.
  • Experience with Ontario Government Enterprise Architecture process, and practices.
