Position Overview:

The Senior Technology Architect will be responsible for delivering advanced technical knowledge in the realm of Two-Way Public Safety Radio Networks, focusing on Encryption and Interoperability. This role is essential for the Land and Resources I&IT Cluster (LRC) and its collaborative ministries, contributing to the innovative Public Safety Radio Network (PSRN) initiative.

Key Responsibilities:

  1. Design and develop the technical architecture encompassing hardware, software, databases, and communication systems for encryption and interoperability services.
  2. Lead the creation and communication of high-level architectural frameworks to facilitate the design and development of integrated solutions that align with both current and future business objectives.
  3. Produce comprehensive design documentation for significant solutions, overseeing design requirements and implementation teams while maintaining a thorough audit trail for effective design control.
  4. Engage in architecture planning and design, particularly within the public key infrastructure (PKI) security domain, encryption solutions, and cryptographic services.
  5. Collaborate with business units to document voice encryption strategies and key management protocols.
  6. Work closely with senior management to define interoperability requirements across ministries and agencies within an encrypted framework.
  7. Provide subject matter expertise on security tools and configurations to ensure compliance with implemented controls.
  8. Define and execute major technical strategies and architectures, demonstrating a deep understanding of client business and operational challenges.
  9. Oversee the implementation of application-level tools for encryption management.
  10. Ensure that all technical and process documentation is up-to-date and that changes are meticulously recorded.
  11. Guarantee that new integrations and implementations adhere to operational readiness processes, are thoroughly documented, and include defined health/performance KPIs.
  12. Propose modifications to governance and standard operating procedures.
  13. Maintain a solid grasp of security protocols, cryptography, authentication, and authorization.
  14. Serve as a Subject Matter Expert in Two-Way Public Safety Radio, with a specific focus on Encryption and Interoperability.
  15. Possess extensive experience in developing complex strategies for transitioning and migrating P25 public safety networks.
  16. Manage large-scale, intricate project plans and foster executive relationships across various organizations.
  17. Exhibit exceptional analytical, problem-solving, and decision-making capabilities.
  18. Demonstrate strong verbal and written communication skills, along with highly developed interpersonal and negotiation abilities.
  19. Show a proven track record of meeting deadlines and fostering collaborative teamwork.
  20. Bring at least a decade of hands-on technical management experience in P25 public safety networks.
  21. Exhibit solid experience in cultivating and maintaining client relationships.
  22. Demonstrate expertise in drafting and presenting materials for executive-level reviews.
  23. Possess leadership experience in the development and implementation of technical architectures.
  24. Have extensive knowledge of various platforms, operating systems, database technologies, and communication protocols.
  25. Be familiar with middleware and gateways, as well as performance considerations across different environments.
  26. Utilize structured methodologies for application design, development, and implementation.
  27. Engage in systems analysis and design within large systems environments.
  28. Utilize project management tools effectively.
  29. Stay informed about emerging technologies and industry trends.

Essential Qualifications:

  • Demonstrated expertise in public safety interoperability requirements and implementation within encrypted radio environments.
  • Experience in developing complex transition strategies for P25 public safety networks.
  • Proficiency in encryption key management, including new key generation and rotation.

Preferred Qualifications:

  • Prior experience in the public sector is advantageous.
