If you answered yes, then this may be the job for you The Project Leader Bilingual (French/English) reports to the Gentilly-1 Manager in the DP & G1 Decommissioning division and has responsibility for assigned decommissioning projects at Gentilly-1. Decommissioning of this site involves planning, managing, and completing large and complex decommissioning projects to the full satisfaction of project clients and stakeholders. The Project Leader is responsible for managing the projects to meet schedule, cost, quality, and safety objectives to the client's full satisfaction and in line with the established baseline plan. This involves planning, executing, controlling, and closing out projects. The projects are characterized as having many work packages and interfaces to manage, with mostly standard terms and conditions, but more extensive safety and licensing requirements involving internal and external regulatory interactions, spanning multiple years (typically three (3) or more years in duration), and involving a moderate financial commitment.

Our Gentilly-1 site is nestled in a predominantly French-speaking town and while our work and documents are primarily in English, in the event of an emergency, audible alarms at the site will be in French. Emails and other communications will be in both French and English.

What will you be doing

  • Managing the delivery of medium risk decommissioning projects to meet schedule, cost, quality and safety objectives to customers' full satisfaction.
  • Project planning, budgeting, and resource allocation, through discussions with internal clients to define the scope of the project, deliverables, and timing. May lead 3-4 projects totaling $5M to $10M annually, over a 3–5-year horizon.
  • Assembling a project team, including the involvement of Project Control Coordinators, to cost the specific components of the project based on work package breakdown.
  • Leading the development of the statements of work and procurement packages required to obtain proposals from the contractor market.
  • Leading the evaluation of proposals, awarding of contracts, and management of awarded contracts.
  • Leading the ongoing delivery of project objectives, including setting project-related performance objectives and regular monitoring of project/ contract progress in terms of quality, scope, schedule, and cost constraints.
  • Establishing and controlling the project scope and managing the risks. This includes proper management of deliverables within the estimated timeframe and notifying management of issues that could potentially impact the cost and timing of the project.
  • Supporting the Project Manager in establishing and administering project budgets and schedules and approving changes to the scope of work within project management guidelines.
  • Assisting the Project Manager in reporting on project performance to clients, management, and other stakeholders.
  • Participating in the field execution of their projects, supporting the Job Supervisor in their role.
  • Other duties as assigned by management.
What We Are Looking For

  • Education
    • Bachelor (honours) in Engineering or Science from a university of recognized standing. OR
    • An alternative qualification, a certificate from the Project Management institute “Project Management Professional”.
  • Experience
    • Five (5) or more years of experience within the nuclear industry, ideally in work associated with waste management, decommissioning, and/or processing systems.
  • Knowledge, Skills & Abilities
    • A membership in an engineering professional organization authorized by statute to establish qualification for membership in that organization is considered an asset.
    • Knowledge gained through experience in the typical phases of a project lifecycle, specifically project definition, design/work package development and field implementation.
    • The Project Leader has the experience and the resulting knowledge of applying nine (9) project management areas (Scope, Cost, Time, QA, Communications, Human Resources, Risk, Procurement, and Integration) to medium-risk projects.
    • Experienced in the delivery of a project in a regulatory framework. The Project Leader has a general knowledge and awareness of federal licensing requirements, nuclear codes, and standards, environmental regulations and standards, and their application to the medium-risk projects they lead.
    • Developing/leading the execution of project plans and delivery schedules.
    • Defining the scope of activities, setting priorities, evaluating and managing risks, and monitoring performance.
    • Organizing the work and activities of a moderate number of resources to accomplish project deliverables in accordance with project expectations.
    • Nurturing and maintaining constructive and cooperative working relationships with a moderate number of internal and some external contacts.
    • Building and sustaining moderately sized teams; typically between six (6) and 12 contracted, seconded, or CNL employees.
    • Knowledge of business and management principles involved in project planning, budgeting and resource allocation, leadership techniques, and coordination of resources.
    • Knowledge of procurement and financial processes.
    • Knowledge and demonstrated experience in the application of negotiation skills.
    • Knowledge and demonstrated experience in the application of contract administration and decommissioning, and oversight to effectively manage the output of external suppliers.
    • Knowledge of engineering codes and standards used in design and construction.
    • Knowledge of radiation protection principles and practices is considered an asset.
    • Knowledge of CNL’s Compliance programs, Engineering Change Control process, Project Management process, Quality Assurance process, and Work Control processes.
    • The ability to work effectively in a multi-disciplinary team including contractors and stakeholders.
    • Experience in dealing with engineering consultants and construction contractors.
    • Good interpersonal and oral communication skills.
    • Ability to work under pressure, with conflicting priorities and regulatory requirements.
    • The ability to gather, analyze, and assemble a variety of technical information.
    • Strong technical writing skills.
    • Excellent computer literacy including spreadsheets, databases, design software, and word processing software.
    • The ability and willingness to work independently as required, taking responsibility for selected aspects of the project. Highly disciplined, punctual, honest, and exhibits a good work ethic.
    • Good record-keeping and organizational skills.
    • Ability to manage multiple activities and responsibilities.
    • Willing to travel and work overtime when required to provide technical support.
  • Security Clearance Eligibility Required
    • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”

CNL’s Gentilly-1 Prototype Reactor (shut down and partially decommissioned) is located on the Gentilly Nuclear Generating Station site on the south shore of the St. Lawrence River in Bécancour, Quebec, 100 km northeast of Montreal.
