Are you ready to take on a leadership role? The Bilingual Project Leader (French/English) is accountable for overseeing decommissioning initiatives within the Gentilly-1 division, reporting directly to the Gentilly-1 Manager. This position entails the comprehensive management of intricate decommissioning projects, ensuring they are executed to the satisfaction of all stakeholders involved.

Key Responsibilities:

  • Oversee the execution of medium-risk decommissioning projects, ensuring adherence to timelines, budget constraints, quality standards, and safety protocols.
  • Engage in project planning, budget management, and resource allocation by collaborating with internal stakeholders to outline project scope, deliverables, and timelines. Manage 3-4 projects with an annual budget ranging from $5M to $10M over a 3–5-year timeframe.
  • Formulate project teams, including Project Control Coordinators, to accurately estimate project costs based on detailed work package breakdowns.
  • Lead the creation of statements of work and procurement documents to solicit proposals from contractors.
  • Conduct evaluations of contractor proposals, manage contract awards, and oversee the execution of awarded contracts.
  • Ensure the continuous achievement of project objectives by establishing performance targets and regularly monitoring progress against quality, scope, schedule, and budget.
  • Define and manage project scope while identifying and mitigating risks, ensuring timely delivery of project milestones and alerting management to potential issues affecting cost and schedule.
  • Assist in the administration of project budgets and timelines, approving scope changes in line with project management standards.
  • Support project performance reporting to clients, management, and other stakeholders.
  • Participate in the on-site execution of projects, providing support to the Job Supervisor.
Qualifications:

The ideal candidate will possess a Bachelor’s degree (honours) in Engineering or Science from a recognized institution, or a Project Management Professional certification from the Project Management Institute.

Essential Skills and Experience:
  • Membership in a recognized engineering professional organization is advantageous.
  • A minimum of five years of experience in the nuclear sector, particularly in waste management, decommissioning, or processing systems.
  • Comprehensive understanding of the project lifecycle phases, including project definition, design, and field implementation.
  • Proficient in applying project management principles across nine areas: Scope, Cost, Time, Quality Assurance, Communications, Human Resources, Risk, Procurement, and Integration.
  • Experience in delivering projects within a regulatory framework, with knowledge of federal licensing requirements and nuclear standards.
  • Ability to develop and implement project plans and schedules effectively.
  • Skilled in defining project activities, prioritizing tasks, managing risks, and monitoring performance.
  • Capable of organizing the efforts of a moderate team to achieve project deliverables.
  • Strong interpersonal skills to foster cooperative relationships with internal and external stakeholders.
  • Experience in leading teams of six to twelve individuals, including contractors and employees.
  • Understanding of business management principles related to project planning, budgeting, and resource allocation.
  • Knowledge of procurement and financial processes, along with negotiation and contract administration skills.
  • Familiarity with engineering codes and standards relevant to design and construction.
  • Understanding of radiation protection principles is a plus.
  • Ability to work effectively in a multidisciplinary team environment.
  • Strong analytical skills to gather and interpret technical information.
  • Excellent written and verbal communication skills.
  • Proficient in computer applications, including spreadsheets and project management software.
  • Ability to work independently and manage multiple responsibilities effectively.
  • Willingness to travel and work overtime as needed.
Security Requirements:

Eligibility for security clearance is required, including Reliability Status with Site Access Security Clearance (SASC), necessitating a minimum of three years of verifiable history in Canada, Australia, New Zealand, the United States, or the United Kingdom.
