The Bilingual Project Leader (French/English) will report directly to the Gentilly-1 Manager within the Decommissioning division. This role entails overseeing designated decommissioning initiatives at Gentilly-1, which requires meticulous planning, management, and execution of extensive and intricate projects to ensure complete satisfaction for clients and stakeholders.

Key Responsibilities:

  • Oversee the execution of medium-risk decommissioning projects, ensuring adherence to schedule, budget, quality, and safety standards.
  • Engage in project planning, financial management, and resource distribution through collaboration with internal stakeholders to clarify project scope, deliverables, and timelines. Manage 3-4 projects with a combined budget of $5M to $10M over a 3–5-year period.
  • Formulate a project team, including Project Control Coordinators, to estimate costs based on detailed work package breakdowns.
  • Direct the creation of statements of work and procurement documentation necessary for soliciting contractor proposals.
  • Lead the assessment of proposals, contract awards, and the management of existing contracts.
  • Ensure the ongoing achievement of project goals, including establishing performance metrics and consistently monitoring progress against quality, scope, schedule, and budget constraints.
  • Define and manage project scope while identifying and mitigating risks. This includes timely management of deliverables and proactive communication of potential issues affecting project cost and timelines.
  • Assist in budget and schedule management, approving changes to project scope as per management guidelines.
  • Support reporting on project performance to clients, management, and other relevant stakeholders.
  • Participate in the on-site execution of projects, providing support to the Job Supervisor.
Qualifications:

The ideal candidate will possess:
A Bachelor’s degree (honours) in Engineering or Science from a recognized institution, or a Project Management Professional certification.


Skills and Experience:
  • Membership in a recognized engineering professional organization is advantageous.
  • A minimum of five years of experience in the nuclear sector, particularly in waste management, decommissioning, or processing systems.
  • Proficient understanding of the various phases of a project lifecycle, particularly in project definition, design, and field implementation.
  • Experience applying project management principles across nine key areas (Scope, Cost, Time, QA, Communications, Human Resources, Risk, Procurement, Integration) to medium-risk projects.
  • Familiarity with regulatory frameworks governing project delivery, including knowledge of federal licensing requirements and environmental regulations.
  • Ability to develop and lead project execution plans and schedules.
  • Strong skills in defining activity scopes, prioritizing tasks, evaluating risks, and monitoring performance.
  • Experience in organizing and managing resources to achieve project deliverables.
  • Proven ability to cultivate constructive relationships with internal and external stakeholders.
  • Experience in building and leading teams of 6 to 12 members, including contractors and employees.
  • Understanding of business management principles related to project planning, budgeting, and resource allocation.
  • Knowledge of procurement and financial processes.
  • Strong negotiation skills and experience in contract administration.
  • Familiarity with engineering codes and standards relevant to design and construction.
  • Understanding of radiation protection principles is a plus.
  • Ability to work effectively in multidisciplinary teams.
  • Excellent interpersonal and communication skills.
  • Capacity to work under pressure and manage conflicting priorities.
  • Strong analytical skills for gathering and interpreting technical information.
  • Proficient in technical writing and computer applications.
  • Willingness to travel and work overtime as needed.
Security Requirements:

Eligibility for security clearance is required, including Reliability Status with Site Access Security Clearance (SASC).
