Salary range is $125k to $230k with a midpoint of $170k . New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under administrative direction, plans, directs, and manages the operational programs, services, and functions of the Operations Technology (OT) unit. OT refers to those technology systems necessary for the successful operation of transit services - light rail, and facilities. Systems include, but are not limited to, Supervisor Control and Data Acquisition (SCADA), Operations networks, and Operations data centers.

Supports Department processes and transit operations by operating and maintaining reliable control systems and embedded devices and technology infrastructure; provides guidance on processes and systems to support long term transit growth plans; recommends process and system improvements to increase Department efficiency; and assesses new technologies to generate improvements in operational efficiency. Manages the relationship with Sound Transit Information Technology group and other suppliers (vendors) to OT.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
  • Oversees the activities of OT, SCADA, and operations system support teams; includes Sound Transit data centers, network infrastructure, database administration, client systems, and operational field systems.
  • Ensures Service Level Agreements are defined, maintained, and followed.
  • Develops, implements, maintains, and oversees enforcement of OT policies and procedures; promotes and leads continuous process improvement; establishes performance monitoring and metrics-driven methodology to improve Operations supported services.
  • Coaches, trains, and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the department and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops developmental work plans for staff; implements or recommends corrective actions, discipline, and termination procedures as appropriate/necessary.
  • Collaborates and negotiates with all Agency functions as well as outside partners to prioritize technology initiatives and resources; defines OT team roles, responsibilities, and organization to ensure dependable operations for key systems; selects team members to achieve quality delivery up time for all initiatives and systems; prioritizes resources, including contractor and vendor resources, to deliver and support all real-time and business systems.
  • Works with Design, Engineering, & Construction Management (DECM), Portfolio Services Office (PSO), Information Technology (IT), and other Agency stakeholders to support all Operations systems and functions; identifies process inefficiencies and recommends process improvements.
  • Collaborate with InfoSec, Engineering, and IT to develop and implement cybersecurity measures by providing Operations Technology focused subject matter expertise (SME).
  • Work closely with cross-functional teams, including IT, engineering, and operations, to ensure alignment between IT and OT cybersecurity strategies.
  • Provide OT SME lead on administering cybersecurity policies, procedures, standards, and methods for Operations Technology Industrial Control Systems (ICS) and mitigating vulnerabilities.
  • Identify potential vulnerabilities and threats in the operations technology environment and prioritize areas for remediation and improvements.
  • Work with Engineering and IT in establishing and managing access controls, authentication mechanisms, and authorization protocols to limit and manage access to critical OT systems.
  • Defines requirements for infrastructure and transit systems architecture to support existing needs and enable future growth, support continuous transit operations (light rail, sounder trains, buses) with real time systems, and reliable data to Agency and outside partners/agencies for operational management, customer information, and regulatory purposes.
  • Selects vendors through RFI, RFP, and competitive bidding process to deliver cost efficient solutions for Agency and partners; identifies new technologies to improve efficiency as well as customer service.
  • Develops, maintains, and oversees the annual budget for assigned OT teams; makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies; reviews and approves expenditures and implements adjustments.
  • Provides support to the Executive Director - Operations, on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience:Bachelor’s degree in Engineering or Information Technology and six years of experience in directing a major operational control system program with customer/user interaction. Rail transit systems knowledge and experience preferred; Or an equivalent combination of education and experience. Four years of leadership, budgetary, planning and workforce management experience.

Required Knowledge and Skills:

  • Familiarity with operational control systems such as SCADA, with strong experience growing and maturing an OT organization based on such methodologies.
  • Strong knowledge of IT operational processes including change management, configuration management, incident management, security management, and their application to operations.
  • Strong knowledge in vendor management and relations around support level agreements and warranty.
  • Strong background in business continuity and disaster recovery for operations systems.

  • Pertinent federal, state, and local laws, codes, and regulations.
