Program Manager, Service Quality and Implementation

POSITION PURPOSE
This position is responsible for supervising a technical resource team in reviewing existing Branch technical processes and systems, including the review of programs to analyze water and wastewater quality and lead operational Compliance Program. Oversees statistical analysis of Branch data sources to identify and support operational improvements, quality and compliance programs. Assists in planning and implementing optimization projects and in the development of process optimization strategies in collaboration with management. Provides guidance and support to Branch staff related to physical and business processes in the creation/acquisition, operation, maintenance, and management of infrastructure related to water quality and instrumentation.
MAJOR RESPONSIBILITIES
- Facilitates, promotes, develops, and maintains the operational process optimization program across the Branch to support Branch and Department outcomes.
- Manages the purchasing and procurement process for assigned operational process optimization projects and issues and monitors purchase order activity and variances.
- Directs and supervises internal and external technical resource teams; assigns work, solicits input, and requests active participation throughout the project lifecycle from initiation to completion.
- Develops, implements, and monitors programs to analyze water and wastewater quality, operational system improvements, asset performance, and reliability of critical assets.
- Supports Branch with operational process optimization requirements for all water and wastewater facilities and recommends required treatment optimization practices to ensure compliance and provide cost efficiencies.
- Identifies process improvement and optimization opportunities at the water and wastewater facilities.
- Researches and reviews the application of new technology and process improvements.
- Provides input into the design of new and upgraded water/wastewater treatment and Regional distribution/collection facilities in relation to technical process.
- Develops effective and innovative program delivery methodologies to meet the Branch’s performance objectives and targets.
- Supports research and innovation partnership with research agencies such as the University of Toronto Drinking Water Research Group.
- Manages and provides support for Branch compliance, MECP inspections through technical support and data and information gathering.
- Manages and provides support for Branch data analytics program to support the identification and implementation of optimization projects.
QUALIFICATIONS
- Successful completion of a University Degree in Civil, Mechanical or Chemical Engineering or related program or approved equivalent combination of education and experience.
- Minimum three (3) years demonstrated experience in the approvals, design, construction and operating processes of municipal water and wastewater collection, distribution, and treatment systems, including project management experience and demonstrated minimum of two (2) years of direct supervisory experience.
- Demonstrated knowledge of relevant Legislation, Standards, Acts and Regulations.
- Sound knowledge of municipal water, wastewater treatment, collection and distribution system management and operations techniques, as well as complex hydraulic systems including pumping, piping, valving, etc.
- Demonstrated ability in the Region’s leadership and corporate core competencies.
- Satisfactory Police Criminal Background Check.
- Supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
- Ability to travel to offsite locations, as required.
- Ability to work outside regular business hours.
