POSITION PURPOSE This position is responsible for leading cross functions teams to systematically translate data analytics and other tools into business and technical improvements for the branch. Leads a technical resource team to optimize treatment processes, asset performance and reliability of new and existing critical assets. Leads statistical analysis of branch data sources to identify and support operational improvements, planning and implementing optimization projects. Supports upgrades to existing physical and business systems and manages branch business process improvements for Computerized Work Management System (CWMS). Oversees the Remote Operations Centre and locating of sub surface water and wastewater assets. Provides guidance and support to Branch staff related to physical and business processes in the creation/acquisition, operation, maintenance, and management of infrastructure.

MAJOR RESPONSIBILITIES

Oversees the branch process optimization requirements to ensure compliance and sustainability to meet corporate energy initiatives and cost efficiencies. Leads Branch stakeholder engagement and processes for branch capital project delivery. Coordinates asset reliability needs through infrastructure management and capital improvement projects. Leads system optimization and asset performance to ensure reliability across the Branch for regulatory and performance excellence and cost effectiveness. Facilitates, promotes, develops, and maintains the work program for business and continuous improvement to support Branch and Department outcomes. Develops and coordinates the implantation of water and wastewater quality monitoring program. Manages development and implementation of CWMS maintenance auditing programs for the Branch to ensure data and information gathering is followed. Manages development of CWMS policies and work planning/scheduling process, procedures, job plans and workflow processes to ensure quality standards and legislative requirements are met. Manages engineering and asset management consultants and feasibility/functional studies and projects for water and wastewater infrastructure and quality programs. Manages and provides support for data analytics program to support the identification and implementation of optimization projects. Oversees the development, advancement, and operation of the 24/7 Remote Operations Centre function; determines technology and resource needs and best industry practices for efficient operation. Oversees the locating of sub-surface Water and Wastewater assets through locate requests. Oversees the Instrumentation Team; determines technology and resource needs and best industry practices for efficient operation.  Monitors project expenditures and budgets and prepares year-end carryovers and accruals. Continually monitors expenditures to ensure compliance to budget and the effective and efficient use of resources.


QUALIFICATIONS

Successful completion of a University Degree in Civil, Mechanical or Chemical Engineering or related field or approved equivalent combination of education and experience. Demonstrated knowledge of relevant Legislation, Standards, Acts and Regulations. Sound knowledge of municipal water, wastewater treatment, collection, distribution system management and operations techniques, and complex hydraulic systems including pumping, piping, valving, etc. Satisfactory Police Criminal Background Check. Demonstrated ability in the Region’s leadership and corporate core competencies. Supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation. Demonstrated skills in leading advanced statistical data analysis projects, database design and report writing. Excellent interpersonal skills and ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships. Ability to travel to offsite locations, as required. Ability to work outside regular hours, as required.
