Salary range for the position is $116,591 to $167,600. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How will you make an impact?

The Program Director, Human Capital Management System (HCMS) is accountable to provide strategic leadership and enable the success of the assigned program areas (Human Resources) work streams. The position oversees the workstream assigned and leads the team through harmonization, development, design, coordination and implementation of initiatives and strategies required to support the core Human Resources (HR) systems transformation.

The Program Director provides leadership by recommending proactive adjustment to policies and operational business processes. The position will be accountable for the technology and systems changes as necessary and recommends new/improved and sustainment plans as it relates to core HCMS.

The Program Director provides oversight and direct leadership to the assigned project teams to ensure timely and effective planning, coordination, configuration, integration, implementation, and standardization of project deliverables. The position is critical to establishing and maintaining strong connections to operational and content experts across Interior Health and the provincial project team to ensure that harmonization/core design is aligned and within the overall project goals and timelines.

In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations, and implementing required corrective actions.

What will you work on?

  • Leads planning, implementation, and sustainment of HCMS initiatives related to the identified workstream and ensures an evaluation process is in place throughout so lessons can be learned and disseminated to other projects and programs within Interior Health.
  • Provides project leadership to the identified workstream including making timely business decisions regarding project budget and use of resources, according to the process and approval process established by the Executive Sponsors, Project Director, and Steering Committee.
  • Ensures accountability for success of project milestones and reports on progress and status to the Executive Director and Project Director.
  • Collaborates with the Project Director to monitor project budget, risk assessment and status reporting including resources for project staff teams; provides effective communication and coordination with other teams, programs, and leaders within Interior Health or outside agencies/working groups as appropriate.
  • Directs and supports identified technical and subject matter expert teams to ensure IH and provincial project partners are appropriately engaged, and deliverables are established and met.
  • Responsible for defining timelines for workload completion within the assigned team, perform quality review; and escalate functional, quality, and timeline issues appropriately.
  • Provides leadership and direction for staff that supports the achievement of required outcomes and ensures adherence to accreditation, regulatory/security, leading practice, and safety standards.
  • Manages projects and initiatives for identified workstreams effectively in a multidisciplinary and complex environment using project management principles, methods, and tools. Ensures appropriate documentation and workflow development and identifies risks and mitigation as required.
  • Assists the Project Director to develop and make recommendations to project charters, plans, schedules, and status report appropriate to the initiative and incorporates change management approaches to ensure success in complex multi-partner, multi-disciplinary settings.
  • Ensures that all partners, internal (and external), are kept informed, on side and involved with the project using multiple appropriate engagement methods and technologies.
  • Plans and executes the transition from project deliverables to operational outcomes at the conclusion of each workstream in collaboration with the Project Director, HCMS.
  • Ensures direct integration and coordination are linked to organizational initiatives and projects to support and lead transformational change across the organization.
  • Provides supervision and direction to staff assigned to the project. May hire, train, supervise, conduct performance appraisals, discipline, and terminate assigned staff in the department.
  • Actively participates on Provincial Project Teams as needed as the Interior Health lead and sponsor.
  • Performs other duties as assigned.
