The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility.
NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $5 billion capital projects portfolio - one of the largest in NY State - as well as a range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resiliency technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery focused.
The Capital Programs team of A&CM oversees all NYCHA capital projects. Capital Programs is responsible for managing over 500 active construction projects at any given time across the Authority's properties throughout the city. These projects can range from $100,000 to up to $500 million, and include renovations and modernization of apartments, building interiors, systems, exteriors, site security, and grounds. Regular capital investments are necessary to ensure that NYCHA developments remain in good and livable conditions.
Reporting to the Senior Director of Project Management Team 1, the Deputy Director, with very wide latitude for independent judgment, action and decision making, will plan, coordinate, inspect and implement A&CM responses to emergencies on behalf of NYCHA. The Deputy Director will coordinate with departments across NYCHA and work closely with various stakeholders, including government agencies, contractors, and community groups.
Responsibilities include, but are not limited to the following:
- Take the lead and provide expertise for inspecting, evaluating potential emergencies and mobilizing resources to respond to confirmed emergencies, identifying out of jurisdiction requests, making the appropriate decisions, and reporting such issues to the appropriate executive management, stakeholders, and officials in a timely manner.
- Lead property management departments, ensuring that operations are executed in accordance with the established NYCHA policies and procedures, and HUD regulations; Plan, coordinate, and offer technical expertise for activities and operations of the emergency management program and emergency response issues.
- Create and identify corrective action plans following an emergency.
- Ensure proper and sufficient coordination with all vendors and stakeholders, and effectively manage the day-to-day operations ensuring adequate coverage of emergencies.
- Provide exceptional leadership and effective decision making, assuring timely escalation of issues.
- Process and approve commitments within your portfolio ensuring that vendor payments are completed within 30 days of work being performed.
- Prepare and negotiate change orders, and initiate and approve change orders in eBuilder.
- Conduct meetings with CMs and leverage the services of the CMs to help your daily tasks.
- Provide timely, accurate project updates using emails and other appropriate means of communication.
- Ensure eBuilder health by verifying documents for completeness and timely uploading in the appropriate files according to NYCHA eBuilder convention, and preparing and processing of Project Funding Requests (PFR’s) in eBuilder, liaising with regulatory and city agencies and tracking required project permits, managing, reviewing, and providing project schedules and updates to stakeholders and for the awareness of upper management.
- Attend all meetings and as required conduct and manage the meetings.
- Provide rapid/timely reporting and appropriate email responses, and ensure projects are closed-out timely and appropriately in eBuilder.
- Perform other related duties as required or requested.
Minimum Qualifications
- Seven years of full-time satisfactory experience working at a construction trade or working as an inspector of construction, hoists and rigging, plumbing, boilers, or elevators; at least 18 months of which must have been in a managerial or administrative capacity; or
- At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, and a license as a professional engineer or registered architect issued pursuant to the education law; or
- Education and/or experience which is equivalent to “1” above. All candidates must have at least 2 years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. One year of experience will be credited for each year of apprenticeship in the construction trades or building inspection up to a maximum of three years of the general experience. Education towards a degree in architecture, architectural technology, construction management, engineering, engineering technology, or a related field from an accredited college or university will be credited on the basis of 30 credits for one year of experience, up to a maximum of four years of the general experience. One year of experience will be credited for each year of formal training or education in a field of study relevant to the construction trades up to a maximum of two years of the general experience.
