The Proposal Manager will be responsible for the development, production, and formal submission of Requests for Qualifications (RFQs), Request for Proposals (RFPs), and other proposal submissions such as Market Sounding submissions and Expressions of Interests (EOIs) for major project pursuits. Major bids to be pursued by Strategic Business Development (SBD) are identified by Aecon’s executive team.

What You’ll Do Here:

1. Responsible for the management and oversight of Aecon’s formal submissions in response to RFQs, RFPs, EOIs, and Market Sounding proposals
2. Lead major proposal pursuits where Aecon is the lead partner in a joint venture (JV) partnership
3. Design Build (DB), Design Build, and Finance (DBF), Design, Build, Finance, and Maintain (DBFM), and Design, Build, Finance, Operate, and Maintain (DBFOM) projects
4. Schedule and lead proposal/bid meetings
5. Manage and coordinate input from other partners
6. Manage Aecon submission responses when an Aecon JV partner is the pursuit lead
7. Manage proposal/bid submissions through Aecon’s SBD SharePoint portal
8. Oversee and manage documents throughout the proposal/bid process whether through Aecon’s portal or a JV partner’s bid document repository
9. Manage Aecon’s project pursuit schedule and ensure adequate resource assignment
10. Oversee and manage a team of Major Bids Proposal Coordinators to complete proposal/bid submissions
11. Train, mentor, and develop non-management proposal team
12. Occasionally prepare executive summaries and reports for Aecon’s Project Risk Committee (PRC) and Board of Directors, if the internal client is not able to
13. Package and deliver final proposal/bid submissions on time
14. Develop formal presentations of proposals/bid, upon being short-listed and called in to present directly to the client
15. Participate in Public Private Partnership (P3) industry forums, conferences, and functions
16. Travel as required to work with JV partners to develop and close proposal/bid submissions
17. Coordinate with Aecon’s internal graphic design team to develop critical proposal material, including: JV logos, identity guidelines and overall graphical imagery of the proposal/bid submissions
18. Occasional research and analysis of the industry to help identify market opportunities, and prepare formal executives overviews and reports
19. Supervise and assign responsibilities to junior staff members as required
20. Review and develop a detailed understanding of client proposal/bid requirements
21. Develop proposal/bid calendars and responsibility matrices
22. Prepare, edit, and format proposal/bid sections, resumes, and project sheets in preparation for proposal/bid close-out
23. Track and ensure timely proposal/bid deliverables required from internal and external partners, including health and safety forms, proposal/bid forms, finance support letters, write-ups from various authors
24. Review existing proposal/bid content, project work plans, and other relevant sources of information to extract relevant content
25. Perform compliance checks on all submittal documents
26. Organize team reviews on behalf of the project team
27. If required, ensure binders, USBs, tabs, covers and other required materials are ordered and available for final assembly of the proposal/bid
28. Print, bind, and deliver final bid submissions, if required
29. Manage client’s data and input on SharePoint sites (input from client and all bid partners)
30. Attend pre-bid meetings and post-bid debrief meetings and summarize results and lessons learned, and report back to the project team
31. Time allocation for this position is approximately 70% reading/writing/editing/formatting and 30% organizational related activities

What You Bring to the Team:

1. Experience in major P3 Canadian proposal submissions (minimum 5 Years)
2. Demonstrated accuracy and attention to detail
3. Advanced written and communication skills
4. Experience working in a fast-paced and performance driven setting where meeting deadlines in a timely and accurate manner is essential
5. Knowledge of construction industry considered an asset
6. Advanced knowledge of Microsoft package including Word, Excel, Power Point, Microsoft Project
