About the Role

We are seeking a highly skilled and experienced Proposal Manager to join our team at Aecon. As a Proposal Manager, you will be responsible for the development, production, and formal submission of Requests for Qualifications (RFQs), Request for Proposals (RFPs), and other proposal submissions.

Key Responsibilities
  • Manage and oversee the development of proposal submissions, ensuring they meet the client's requirements and are submitted on time.
  • Lead major proposal pursuits, working closely with the executive team to identify and pursue new business opportunities.
  • Develop and maintain relationships with clients, partners, and stakeholders to ensure successful proposal submissions.
  • Manage and coordinate input from other partners, including graphic design, finance, and operations teams.
  • Oversee and manage documents throughout the proposal process, ensuring compliance with client requirements.
  • Update key performance indicators (KPIs) dashboard, including proposal pursuit status reports.
  • Manage project pursuit schedules and ensure adequate resource allocation.
  • Oversee and manage a team of proposal coordinators to complete proposal submissions.
  • Train, mentor, and develop non-management proposal team members.
  • Prepare executive summaries and reports for the Project Risk Committee (PRC) and Board of Directors.
  • Package and deliver final proposal submissions on time.
  • Develop formal presentations of proposals, upon being short-listed and called in to present directly to the client.
  • Participate in Public Private Partnership (P3) industry forums, conferences, and functions.
  • Travel as required to work with partners to develop and close proposal submissions.
  • Coordinate with Aecon's internal graphic design team to develop critical proposal material.
  • Supervise and assign responsibilities to junior staff members as required.
  • Review and develop a detailed understanding of client proposal requirements.
  • Develop proposal calendars and responsibility matrices.
  • Create proposal templates, resume templates, and project sheet templates.
  • Prepare, edit, and format proposal sections, resumes, and project sheets in preparation for proposal close-out.
  • Track and ensure timely proposal deliverables required from internal and external partners.
  • Review existing proposal content, project work plans, and other relevant sources of information to extract relevant content.
  • Perform compliance checks on all submittal documents.
  • Organize team reviews on behalf of the project team.
  • Ensure binders, USBs, tabs, covers, and other required materials are ordered and available for final assembly of the proposal.
  • Print, bind, and deliver final bid submissions, if required.
  • Manage client's data and input on SharePoint sites.
  • Attend pre-bid meetings and post-bid debrief meetings and summarize results and lessons learned, and report back to the project team.
Requirements
  • Minimum 5 years of experience in major P3 Canadian proposal submissions.
  • Demonstrated accuracy and attention to detail.
  • Advanced written and communication skills.
  • Experience working in a fast-paced and performance-driven setting where meeting deadlines in a timely and accurate manner is essential.
  • Excellent time management skills.
  • Knowledge of the construction industry is considered an asset.
  • Advanced knowledge of Microsoft package including Word, Excel, PowerPoint, and Microsoft Project.
