POSITION FUNCTION:

In partnership with the Director of People & Culture, the HR Senior Manager is responsible for fostering a positive workplace culture through the development, implementation, and maintenance of policies, programs, and procedures regarding human resource planning, recruitment, training and development, position classification and pay and benefits administration in alignment with the Organization’s strategic plan, purpose, mission, and core values. The HR Senior Manager also provides support and opportunities for development to the human resources team.

KEY DUTIES AND RESPONSIBILITIES:

  • Maintain an understanding of key elements of the organization’s risk profile, and ensure control systems, policies/procedures, and mitigation strategies are in place and function effectively
  • Provide advice and recommendations to directors, managers, and supervisors on the interpretation and application of MOSAIC human resources policies and procedures, including following established MOSAIC precedents and practices in HR while ensuring compliance with employment legislation
  • In consultation with the Director, design, implement, and manage organization-wide human resources programs including orientation and training, employee recognition, medical/disability leaves, accommodation, return-to-work, workplace wellness, and other programs as required
  • In consultation with the Director, develop and provide training in procedures for departmentally administered human resources programs including recruitment and retention, performance management, and other training as required
  • Provide support to the CEO, directors, and senior managers to ensure employee conflict resolution and grievance processes follow policy; participate in the investigation process as requested; and keep records of processes and resolutions
  • Participate in health and safety matters as appropriate
  • Develop talent acquisition and management strategies for recruitment, selection, and retention in collaboration with the Director
  • Identify current and prospective staffing requirements for planning purposes
  • Assist in the negotiations of benefit plan premiums for employees as needed
  • Ensuring job descriptions follow a consistent format, comply with policies and procedures, and are up-to-date
  • Developing and ensuring equitable practices in pay rate determination
  • Ensure personnel record-keeping meets auditors, funders, and government authorities standards
  • Hire/retain, train, supervise, and evaluate human resources staff
  • Ensure completion of performance evaluations and reviews
  • Develop and support staff to reach their potential
  • Assist in the development, monitoring, and improvement of HR Key Performance Indicators (KPIs)
  • Produce reports and analyze data for required changes in salary and vacation, length of service for employee recognition, and/or other human resource matters required for decision-making, tracking, and/or further analysis

QUALIFICATIONS:

  • Post-secondary degree or diploma in human resources management; CPHR designation; or a comparable combination of education and experience
  • Five years of human resources management experience experience in a multicultural environment and experience in a non-profit/charitable organization is an asset
  • Thorough understanding of Canadian and British Columbia standards, systems, and employment or human resources-related legislation; human rights and workers’ compensation issues;

HOURS:

full-time position (35 hours per week)

The successful candidate may be permitted to work in a hybrid work model (a combination of in-office and remote work). 

Candidate must be able to commute to the Boundary office location.

BENEFITS:

A competitive benefits package is provided with contracts of at least 1 year in length and which offer a minimum of 17.5 hours of work per week.
