Salary range is $160K to $280K with a midpoint of $215K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

SUMMARY OF THE ROLE:

The Deputy Executive Director is a Sound Transit employee subject to the ST personnel policies and procedures but is considered a “regional” employee, reporting to the collective group of executive level Board Members making up the ORCA Joint Board. This executive is the key partner and service provider to the seven regional transit partner Agencies: Community Transit, Everett Transit, King County Metro, Kitsap Transit, Pierce Transit, Sound Transit, and Washington State Ferries. Another key responsibility is the oversight and the enabling of six branches within the Regional ORCA Operations Team (ROOT): Business Operations, Financial Management, System Operations, Customer Experience, Product Management, and Information Security.

This executive is also responsible for overseeing a team of employees who ensure the current functionality and plan and implement ongoing technology enhancements to the regional fare system on behalf of the ORCA agencies and has the lead role for negotiation and supplier management with the fare system vendor representing the seven regional ORCA agencies and coordinates regional input for making decisions required to operate, maintain, and implement enhancements to the system consistent with the direction of the ORCA Joint Board and in alignment with the ORCA System Interlocal Agreement. In addition, this executive develops and oversees the employees of the Regional ORCA Operations Team and the various Service Level Agreements with the ORCA Regional Service Providers and with the ORCA agencies.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Regional Oversight and Coordination: Serves as Joint Board Administrator and facilitates Board procedure development, reporting directly to the Joint Board, leads monthly meetings and briefings with all Joint Board members; presents to stakeholders on various topics at the request of the Agencies, including Agency Boards and Councils, Agency staff, and key regional partners and advocacy groups; Serves as strategic partner to Agencies to ensure needs are met and voices are heard across all Agencies; oversees ORCA Advisory Committee (OAC) and coordinates regional fare policies.
  • Strategic Planning and Performance: Oversees ORCA system operation and performance; drives a service culture of continuous process improvement across all ROOT branches to ensure efficiency and productivity; leads efforts to ensure the ROOT enables the Agencies with a system responsive to their needs, and in turn provide their customers with an equitable fare payment experience; establishes and adheres to action plan resulting from ROOT Values Survey and all other feedback received from regional partners; develops and sets ROOT Strategic Plan annually, including strategic priorities, goals, and measures, with quarterly check-ins on progress towards all ROOT goals and initiatives; maintains accountability for overall ROOT performance against annual Strategic Plan.
  • Regional ORCA Operations Team (ROOT) Staff Management & Culture: Develops and oversees ROOT staffing plan; provides onboarding and regional ORCA orientation of ROOT staff, Business Managers, and Joint Board members; manages performance of ROOT staff, including work prioritization, goal setting, performance reviews, development, conflict resolution, and strategic support; champions ROOT Values, Mission, and Vision, ensuring alignment and engagement throughout the ROOT organization; supports all ROOT branches, escalating issues as necessary and required, and helping to remove obstacles and find solutions for any challenges; review results of Employee Satisfaction Survey and develop action plan to address areas of concern; serves as HR liaison for all matters including training, leave, compensation, performance, recruitment, and overall department prioritization.
  • Vendor & System Operation Management: Serves as point of accountability for compliance and adherence to security, financial, contracting, and other performance standards; approves contracts, change orders, and use of contingency within authority delegated by Joint Board, regularly reporting on decisions made within delegated authority; approve tasks and invoices for select contracts; establishes and oversees the performance of regional and commercial service agreements; serves as point of escalation for various regional and commercial service provider dispute resolution processes; ensures vendors are held accountable for delivery of services and system performance; leads negotiations with Systems Integrator and other vendors for all escalated matters.
  • Business Operations: Oversees the administration of ORCA policies, plans, and business rules, working to annually confirm and/or update all key documents related to Governing Policies; collaborates with Business Operations Manager on ORCA process definition and creation; continuously engage with Agencies on improving efficiencies, decision-making, and other best practices.
  • Product Management: Establishes and iterates processes for delivery of regionally prioritized future functionality projects, in partnership with the Agencies; participates in future project selection, providing accurate context from engagement with broader region including regional fare policy climate; leads organizational change management.
  • Financial & Regulatory Responsibility: Directs financial matters in support of the ORCA Agencies including regional audits, budgets, invoice management and processing, claims; owns regional operating budget and administers and manages portions of the budget as needed, keeping a focus on cost containment, operating efficiencies, and maintaining stewardship of public funds; oversees and ensures compliance of ORCA system audits and assessments, including annual INIT and ROOT SOC audits and annual PCI audits; oversees operations, project, and information security risk management, taking ownership of any escalations that are necessary for risk mitigation.
  • Customer Experience: Through regionally coordinated working groups and approval processes, oversees development of regional marketing and customer-related public information related to ORCA and the regional fare program including website and printed content for public use, program terms and conditions, product/program information, and knowledge base administration.
  • System Security: coordinates activities of the Agencies for development and implementation of the System Security Plan; ensures adherence to best practices for managing information data security.
  • Ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, policies, rules and regulations.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.
  • Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit’s Equity & Inclusion Policy.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor’s degree in Business Administration, Public Administration/Public Policy, Business Administration, Information Systems, Communications or closely related field; Ten years of experience in performing the full realm of responsibility in program/project management and policy development; preferably in transit- related or fare systems projects. Experience managing complex systems preferably including multiple-agency projects. Experience as an effective communicator and leader in a complex organization. Public sector or fare collection system experience is desirable; Eight years of experience in leadership, budgetary, planning and workforce management; Or an equivalent combination of education and experience.

Preferred Licenses or Certifications:

  • Project Management Professional certification
  • Agile certification
  • Lean/Six Sigma certification

Required Knowledge and Skills:

  • Project Management: Using the full complement of project management and professional management tools and techniques as well as technical concepts to effectively plan a project, solve complex problems, and manage projects in creative and effective ways. Developing and monitoring project/program budgets, work schedules, and status reports. Managing a complex project or multiple small projects concurrently.
  • Planning and Policy: Planning, organizing, and directing the work of project consultants, contractors, and staff. Writing policies, procedures and completing policy analysis. Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Communications: Applying appropriate oral and written communication techniques to various individuals ranging from Agency employees, the public, elected officials, community leaders, and local, state, and federal agencies. Principles of business letter writing and basic report preparation. English usage, spelling, grammar, and punctuation. Preparing and analyzing complex data and comprehensive reports.
  • Relationship Management: Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the public. Working cooperatively with other departments, Agency officials, and outside agencies. Applying strong interpersonal techniques and demonstrating a consistent commitment and ability to work with diverse work groups and individuals.
  • Vendor and Contract Management: Managing scope, schedule, budget, risk and transparent communications.
  • Operations: Operations, services, and activities of regional fare program and Smart card systems, technology, process and procedures. Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases. Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Quality: Leading quality assurance and continuous improvement processes. Leading change management.

Physical Demands / Work Environment:

  • Work is performed in a standard hybrid office and field environment.
  • Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
  • This position will require to be on-call to respond to multi-agency stakeholder needs that may extend normal work hours.
