Job Purpose:
The Manager, QHSE is responsible for supporting, developing, implementing and facilitating the QHSE initiatives and programs at Algoma. The individual is accountable for ensuring compliance; that relevant policies and programs are implemented, maintained and enforced; and a continuous improvement approach is taken to advance the performance of the business concerning QHSE.
Duties and Responsibilities:
•Works with others in the department and operations to develop, update and implement the organization’s QHSE programs including the internal Integrated Management System (IMS) and ISO audit program, as well as external third-party audits as directed.
•Lead or be a team member in carrying out internal audits on any company vessels and ensures timely closure of audit findings.
•Lead or be a team member in the investigation of any occurrence, accident or incident investigation to determine root cause, and corrective actions where necessary.
•Stays up to date on and ensures continued compliance with all applicable legislation and applicable standards both domestic and international including the Canada Labour Code, Canada Shipping Act, ISO, OCIMF and RightShip. Along with others in the department, manages the internal and external audit findings process including ensuring timely closures and accurate documentation.
•Collaborates with internal departments and external resources to ensure the integration of QHSE related initiatives and practices.
•Manages the document control system for all QHSE related activities including the IMS.
•Develops clear and measurable KPIs and goals for QHSE performance. Establishes and maintains a QHSE data tracking and analysis system to monitor and analyze trends, metrics/KPI, as well as leading and lagging indicators and suggests corrective actions to adverse trends. Advises stakeholders on QHSE performance.
•Assists in the coaching, mentoring and implementation of the organization’s QHSE related programs.
•Represents the Company in discussions with accreditation bodies and auditors, as well as relevant agencies.
•Supports Operational Excellence initiatives and manages the accompanying recognition program.
•Ensures all employees show their commitment to QHSE in accordance with the standards and policies through day-to-day decision making, promotion of the IMS, advancement of an effective QHSE culture and maintaining a visible presence through regular site and vessel visits.
•Develops, implements and works with third parties as necessary to provide QHSE related training for employees ensuring completion targets are met with follow up as required.
•Lead or participate in projects required for the continuous development of Company systems and procedures.
•Any other duties or requirements as directed by the Senior Manager, Quality, Safety & Environmental.
Qualifications:
•Post-secondary education in Maritime Studies is preferred, with a minimum of Watchkeeping Mate or 4th Class Engineering certification.
•Five (5) or more years’ experience in a related position.
•Further education and certification in Occupational Health & Safety or related field is preferred.
•Canadian Registered Safety Professional (CRSP) or Canadian Society of Safety Engineering (CSSE) designation is preferred.
•Knowledge of quality and regulatory disciplines (ISM/ISO).
•Certified on ISM / ISPS / MLC Internal Audits and Inspections is preferred.
•Knowledge of OCIMF and RightShip Requirements coupled with advanced knowledge of marine legislation regarding safety.
•Strong leadership and problem-solving capability.
•Excellent communication (written and verbal), presentation skills and ability to lead effective meetings.
•Proven ability to carry out fulsome investigations and root cause analysis.
•Proven ability to develop and lead change initiatives.
•Proficiency in Microsoft Office, particularly Excel, Word and PowerPoint.
•Self-motivated, able to work independently with minimal supervision.
•Effective interpersonal skills with the ability to build relationships and interact with all levels of the organization and in multinational environments. Able to work in a cross-functional team environment and balance the needs of a number of individuals and the team.
•A creative, enquiring and logical mind.
•Valid passport and driver’s license.
•No travel restrictions.
