Job Information

Based in Inuvik and reporting to the Manager Wildlife and Environment, the Regional Environmental Coordinator plans, coordinates and implements regional programs with respect to hazardous substances, hazardous and solid waste management, air quality and environmental assessment. The Coordinator also conducts environmental inspections and investigations, and supports regional input into environmental assessments, permits and licensing.

The incumbent works closely with the resource harvesting community, industry and municipalities to successfully implement ECC goals and objectives, despite opposing views on environmental management. The resource harvesting community includes individuals, First Nations organizations and community-based resource groups.

The Coordinator works closely with Renewable Resource Officers to effectively deliver ECC programs in the region. In conjunction with ECC technical and professional staff, the Coordinator provides contributions to ensure a multi-disciplinary review and analysis of land leases, land use permit applications, water license applications and other authorizations for resource development.

The duties are carried out in accordance with ECC policy and procedures as well as under the parameters of legislation including but not limited to the Environmental Protection Act, Pesticide Act, Waste Reduction and Recovery Act, Environmental Rights Act, Wildlife Act, Forest Management Act, Environmental Assessment Act, Species at Risk Act, and Mackenzie Valley Resource Management Act.

KNOWLEDGE, SKILLS AND ABILITIES

• Demonstrated knowledge of environmental management practices and standards, in a territorial context.
• Working knowledge of conservation biology, wildlife population and community dynamics, and habitat assessment techniques, including field and statistical techniques, technical experience in conducting wildlife biology field programs.Specialized knowledge of environmental management practices and techniques (i.e. spill response, safe handling of hazardous substances and wastes, contaminated site management, air quality monitoring, land and water use).
• Knowledge of applicable federal and territorial legislation related to environmental management and assessment in the NWT.
• Demonstrated knowledge of typical processes in the resource extraction in the mining, oil and gas and forestry sectors and the associated environmental effects.
• Working knowledge of relevant territorial and federal legislation including Wildlife Act, Forest Management Act, Environmental Protection Act, Environmental Assessment Act, Species at Risk Act, Mackenzie Valley Resource Management Act.
• Strong writing and editorial skills to convey concepts and recommendations and complete reports.
• Strong oral communication skills and a demonstrated ability to express ideas;
• Strong organizational skills and an attention to detail.
• Skills in planning and coordinating multiple and divergent activities with other organizations.
• Ability to work independently in a cooperative environment.
• Working knowledge of computer software (word processing, spreadsheets, GIS, database).
• Ability to commit to actively upholding and consistently practicing personal diversity, inclusion and cultural awareness, as well as safety and sensitivity approaches in the workplace.

Typically, the above qualifications would be attained by:

A Bachelor of Science degree in one of the natural science disciplines and three years relevant experience, including program planning and delivery and environmental or socio-economic impact assessments.
