Introduction

The Department of Families is seeking a qualified individual to fill the position of Disabilities Program Manager within Winnipeg Services.

Conditions of Employment: Must be legally entitled to work in Canada Satisfactory Criminal Record Check (including Vulnerable Sector Search), Child Abuse Registry Check, Adult Abuse Registry Check. Valid driver's license, access to a vehicle and the ability to travel for business purposes. Must be able to work overtime, as required.  Qualifications: Essential: Post-secondary degree in social sciences (Bachelor of Social Work preferred). Leadership experience in a social service delivery environment that includes managing the administration of programs, managing service delivery to clients, and planning and evaluation of services delivered to clients. Other combinations of education and experience, such as leadership and/or supervisory training, may be considered at a commensurate or underfill salary and classification level. Experience in Human Resource Management with the ability to supervise a service delivery team. Experience with interpretation, evaluation and implementation of policy. Case management within one or more of the following programs is preferred: the Employment and Income Assistance program, Children’s disABILITY Services, Community Living disABILITY Services. Experience in other complex social services programs supporting services to children and/or adults with a disability and/or special needs and socially disadvantaged clients may be considered. Problem identification, analysis and resolution skills. Effective interpersonal skills. Effective verbal communication skills. Effective written communication skills. Effective organizational and time management skills. Desired: Experience in financial management that may include managing budgets for operational and program resources. Duties: The Disabilities Program Manager is an integral part of the management team delivering programs within the city of Winnipeg. Reporting to the Director, Centralized Services or a Community Area Director, the Community Social Services Supervisor is responsible for providing leadership and support in a range of management and supervisory activities associated with the following responsibilities: service delivery including policy interpretation, integrated case management program recommendations, implementation and evaluation of services; operational planning; financial management and administration; human resource management; systems management; communication; and leadership support to staff through the ongoing integration and change process. CSSS positions which are responsible for one, or a combination, of the following programs: Children’s disABILITY Services and Community Living disABILITY Services, within Winnipeg Services.
